Call to order
o Trustee Mullany called to order the Village Board Meeting at 7:00 p.m. on February 25, 2019, at the
South Blooming Grove Village Hall located at 811 State Route 208, within the Village of South
Blooming Grove, and having a mailing address of Monroe, New York.
Roll call
The following persons were present:
o Sue Anne Vogelsberg – Trustee
o James Mullany – Trustee
o Johnny Belfort – Trustee
o Joseph McKay, Esq. – Counsel
Absent:
o James LoFranco- Mayor
o John L. Ross – Deputy Mayor
Comments
o Trustee Mullany provided a statement on pending litigation within the Village.
Correspondence:
o Letter dated February 19, 2019 received from Joseph Forgacs regarding violation at 349 Lake Shore
Drive.
Public Comments
o Isaac Ekstein, 40 Virginia Avenue – Expressed concern about issues in the Village regarding water
and road conditions. Discussed the violation process.
o Kristi Johnson, 11 Amy Road – Gave opinion regarding the need for background checks for bus
drivers and expressed support for the Village process of using legal counsel.
o Raleem Moses Brodhead, 340 Lake Shore Drive – Expressed concern for children’s safety regarding
a large bus driving in residential areas. Gave opinion that speeding is dangerous with new drivers in
the neighborhood. Brown water has been an issue recently.
o John Hickey, 16 Merriewold Lane South – Offered information on the process of how to respond to a
violation notice in a timely manner.
o Jacob Wagschal, 7 Dallas – Lives in property that received a notice of violation. Public hearing was
held regarding the violation on February 11. Mr. Wagschal commented that he was unaware of the
property maintenance laws and that this evening was his first time attending a Village Board meeting.
o Darlene Patterson, 33 Hawthorne Drive – Mentioned that all residents need to learn the Village Code
regarding property maintenance.
o Joe Favia, 17 Mangin Road – Offered opinion that Mangin Road is in poor condition where speeding
takes place on a regular basis. Requested the road be considered for resurfacing.
o Debbie Bragado, Houston Avenue – Stated there is an icing issue on Houston Avenue. The highway
department will be contacted.

o Stacy Warren, 16 Pine Hill Road – Explained there is an icing problem on Pine Hill Road. Village
Clerk asked that anyone who sees an icing condition to contact Village Hall and the highway
department will be contacted.
o Lisa Defense, 30 Pine Hill Road – Resident has brown water and asked the Village Board to address
the ongoing water issues.
o Rabbi Loeb, 4 San Marcos – Offered that he will pass information regarding Village Code to new
neighbors who may not have access to the internet and Village website.
o Simon Gelb, 36 Forest Road – Expressed interest that the Village could consider having a Yiddish
speaking liaison to help with translation of Village Code.
o Steve Ferraro, 24 Sears Road – Mentioned that to his knowledge there is a liaison available within the
Village that has been providing translation services.
o Donna Douglas, Lake Shore Drive – Offered that residents might consider installing water filters in
their homes to help with brown water issues.
o Isaac Ekstein, 40 Virginia – Requests that Blooming Grove Police enter into the neighborhood to
patrol.
o Mike Kelly, 13 Merriewold South – Offered that neighbors should speak to each other.
Trustee Comments
o Trustee Mullany offered that residents need to slow down within the neighborhood and be mindful of
traffic laws and residents.
o Trustee Vogelsberg provided an update regarding the application for grants to make water
improvements within the village.
o Trustee Vogelsberg informed about the Countywide Transportation Public Hearing that will be held
on Wednesday, February 27, 2019, 3-5 pm at Orange County Community College.
o Trustee Vogelsberg provided details about Senior Fitness Day to be held May 29 at Thomas Bull Park
as well at Meet the Author event at the Moffat Library on April 7.
o Trustee Belfort offered how new neighbors can reach out to each other to learn about the
neighborhood and one another.

o Motion to adopt the Abstract by Trustee Vogelsberg, seconded by Trustee Belfort, 3 Ayes, Trustee
Vogelsberg, Trustee Mullany, Trustee Belfort. 2 Absent, Mayor LoFranco, Deputy Mayor Ross.
Business
o Resolution No. (018) – Resolution of the Village Board of the Village of South Blooming Grove
authorizing the mayor to execute an agreement with Solitude Lake Management to provide aquatic
pesticide services to Merriewold Lake. Motion to accept by Trustee Vogelsberg, seconded by
Trustee Belfort. Resolution passed. 3 Ayes, Trustee Vogelsberg, Trustee Mullany, Trustee Belfort. 2
Absent, Mayor LoFranco, Deputy Mayor Ross.
o Resolution No. (019) – Resolution of the Village Board of the Village of South Blooming Grove
auditing and approving invoice received from JUNK REMOVE ALL for work performed to abate
property maintenance violations for the property located at 7 Dallas Drive. Motion to accept by
Trustee Vogelsberg, seconded by Trustee Belfort. Resolution passed. 3 Ayes, Trustee Vogelsberg,
Trustee Mullany, Trustee Belfort. 2 Absent, Mayor LoFranco, Deputy Mayor Ross.

auditing and approving invoice received from JUNK REMOVE ALL for work performed to abate
property maintenance violations for the property located at 4 Sears Road. Motion to accept by
Trustee Vogelsberg, seconded by Trustee Belfort. Resolution passed. 3 Ayes, Trustee Vogelsberg,
Trustee Mullany, Trustee Belfort. 2 Absent, Mayor LoFranco, Deputy Mayor Ross.
