Village of South Blooming Grove Regular meeting Monday March 11, 2019 7:00 P.M.  Call to order o Mayor LoFranco called to order the Village Board Meeting at 7:00 p.m. on March 11, 2019, at the South Blooming Grove Village Hall located at 811 State Route 208, within the Village of South Blooming Grove, and having a mailing address of Monroe, New York.  Roll call The following persons were present: o James LoFranco- Mayor o John L. Ross – Deputy Mayor o Sue Anne Vogelsberg – Trustee o James Mullany – Trustee o Johnny Belfort – Trustee o Joseph McKay, Esq. – Counsel o Carl Schupp – Blooming Grove Chief of Police  Comments o Mayor LoFranco advised about new water filtration system that will be implemented in the Village of South Blooming Grove to alleviate water issues. A Public hearing will be held on April 8, 2019 at the South Blooming Grove firehouse. o Mayor LoFrranco provided a statement on pending litigation within the Village. o Mayor LoFranco advised all residents to exercise their right to vote in the upcoming elections on March 19, 2019 o Blooming Grove Police Chief Carl Schupp addressed the board regarding various police matters within the village. Chief Shupp further provided information regarding police officer coverage.  Correspondence: o None.  Public Comments o Kristi Johnson, 11 Amy Road – Inquired about the process used to notify a property owner of a maintenance violation. The Village Clerk explained the process. Additionally, Ms. Johnson addressed Chief Schupp regarding issuance of traffic violations. The police chief explained the process of issuing summonses for vehicle and traffic violations o Arlene Rodstrom, 27 Duelk Avenue – Expressed concern about speeding within the Village. Mentioned that there is repetitive speeding issues in Worley Heights. Chief Schupp offered that the police department will enforce vehicle and traffic infractions. o Lucille Kelly, Merriewold South – Inquired about village cleanup date, requested if the date could be extended to include the entire weekend in the future. The idea will be taken into consideration. Ms. Kelly further asked about speed limit enforcement. The village is working on obtaining additional speed limit signs and the police will enforce. 1  Village of South Blooming Grove Regular meeting Monday March 11, 2019 7:00 P.M. o Donna McGoldrick, 44 Dallas Drive – Inquired about fence at 37 Dallas Drive, explained the fence continues to obstruct the view of motorists. Mayor LoFranco explained that the violation in litigation. Expressed concern about vehicular violations. o Debbie Bragado, Houston Avenue – Expressed dissatisfaction with the water and looking forward to water improvements. o Bonnie Rum, 64 Shore Drive – Provided information on traffic violations she has witnessed within the village. Witnesses of traffic violations are recommended to call the police. o Joe Favia, 17 Mangin Road – Inquired about the status of 31 Merriewold Lane South. Mr. Favia was informed that there is a court date pending. Expressed dissatisfaction with the condition of the water within the village. o Sue Bleckney, 41 Clove Road – Resident asked if speed bumps can be installed within the village. Attorney McKay explained that speed bumps are not acceptable means of speed control. Chief Schupp offered that they are illegal in a residential area. Asked why the entire village cannot have water supplied by one well that does not have brown water. Mayor LoFranco offered that one well would not be able to provide enough water for the entire village. o John Salka, Clove Road – Requested a limit of development until the water has been improved. Attorney McKay offered that the proposed project is addressing the quality of the water. Inquired about property at 1233 Route 208. Mayor LoFranco offered that the property is currently in litigation. Mr. Salka expressed concern about reckless driving by bus drivers. Additionally Mr. Salka offered information about a campaign by Colin Schmitt to nominate “Women of Distinction”. o Kathy Curnyn, Woodbury – Expressed dissatisfaction with water quality; sister is a resident in the village. o Ellie Weiss, 2 Green Road – Expressed concern about water, asked about how the water is tested. Mayor LoFranco offered that the Department of Health sets the standards by which the Village must comply. Further explained that there is ice and water runoff at intersection of Green and Pine Hill Road. o Kevin Radday, Tuthill Road – Thanked the board for taking actions to improve the water. Offered information on bus company contracts being reviewed at school board meetings. Mentioned that residents may want to attend a school board meeting to discuss school bus concerns. o Rabbi Loeb, 4 San Marcos – Thanked the village for work that is being done to improve the water system. o Jacob Wagschal, 7 Dallas Drive – Received bill from “Junk Remove All”. Asked about the violation process. Mayor LoFranco offered the details of violation process regarding property maintenance. o Arlene Rodstrom, Duelk – Mentioned there are speed bumps in Washingtonville. Chief Schupp offered information regarding speed bumps being illegal in residential areas. o Donna McGoldrick, 44 Dallas Drive – Inquired if water situation can be declared a state of emergency and qualifies for FEMA. Mr. McKay advised that he would research and follow up. o Bentzoin Jacobowski, 7 Merriewold Lane South – Inquired about water issues.  Trustee Comments o Trustee Mullany offered that residents need to slow down within the neighborhood and be mindful of traffic laws and residents. o Trustee Vogelsberg advised residents to get out and vote. 2  Village of South Blooming Grove Regular meeting Monday March 11, 2019 7:00 P.M. o Deputy Mayor Ross advised that Washingtonville Little League is in need of sponsors. Additionally he offered the residents may consider attending a school board meeting for information about busing contracts.  Abstract o Motion to adopt the Abstract by Deputy Mayor Ross, seconded by Trustee Mullany, 5 Ayes, Mayor LoFranco, Deputy Mayor Ross, Trustee Vogelsberg, Trustee Mullany, Trustee Belfort.  Business o Resolution No. (021) – Resolution of the Village Board of the Village of South Blooming Grove authorizing the mayor to execute an agreement with Solitude Lake Management to provide aquatic pesticide services to Merriewold Lake. Motion to accept by Trustee Vogelsberg, seconded by Trustee Belfort. Resolution passed. 5 Ayes, Mayor LoFranco, Deputy Mayor Ross, Trustee Vogelsberg, Trustee Mullany, Trustee Belfort. o Resolution No. (022) – Resolution of the Village Board of the Village of South Blooming Grove supporting and concurring in the Orange County Community Development Block grant program for the fiscal year 2019 funding application municipal grant program and scheduling a public hearing theron. Motion to accept by Trustee Vogelsberg, seconded by Deputy Mayor Ross. Resolution passed. 5 Ayes, Mayor LoFranco, Deputy Mayor Ross, Trustee Vogelsberg, Trustee Mullany, Trustee Belfort. o Resolution No. (023) – Resolution of the Village Board of the Village of South Blooming Grove setting a time and place for a public hearing to determine violations of the Village’s Code Property Maintenance Provisions (Chapter 102). Motion to accept by Trustee Mullany, seconded by Trustee Vogelsberg. Resolution passed. 5 Ayes, Mayor LoFranco, Deputy Mayor Ross, Trustee Vogelsberg, Trustee Mullany, Trustee Belfort. o Resolution No. (024) – Resolution of the Village Board of the Village of South Blooming Grove setting the date and hours of the Village’s Earth Day – Village cleanup day. Motion to accept by Trustee Mullany, seconded by Deputy Mayor Ross. Resolution passed. 5 Ayes, Mayor LoFranco, Deputy Mayor Ross, Trustee Vogelsberg, Trustee Mullany, Trustee Belfort. o Resolution No. (025) – Resolution of the Village Board of the Village of South Blooming Grove accepting proposals for boundary and topographic surveys in connection with the Merriewold well treatment facility project. Motion to accept by Trustee Mullany, seconded by Deputy Mayor Ross. Resolution passed. 5 Ayes, Mayor LoFranco, Deputy Mayor Ross, Trustee Vogelsberg, Trustee Mullany, Trustee Belfort. o Resolution No. (026) – Resolution of the Village Board of the Village of South Blooming Grove settling and compromising a claim with Orange and Rockland Utilities. Motion to accept by Deputy Mayor Ross, seconded by Trustee Vogelsberg.
