➢ Call to order
o Deputy Mayor Ross called to order the Village Board Meeting at 7:00 p.m. on March 25, 2019, at
the South Blooming Grove Village Hall located at 811 State Route 208, within the Village of South
Blooming Grove, and having a mailing address of Monroe, New York.
➢ Roll call
The following persons were present:
o John L. Ross – Deputy Mayor
o Sue Anne Vogelsberg – Trustee
o James Mullany – Trustee
o Johnny Belfort – Trustee
o Joseph McKay, Esq. – Counsel
Absent:
o James LoFranco- Mayor
➢ Comments
o Deputy Mayor Ross provided an update regarding various cases that are in litigation within the
Village.
o Deputy Mayor Ross provided details about a meeting between Police Chief Schupp and the
administrators and drivers at Quality Bus. Advised that the company was informed their will be a
zero tolerance regarding vehicle and traffic offenses.
➢ Correspondence:
o The Village of South Blooming Grove is in receipt of Vendor-Peddler License Application from
Hudson Valley Environmental Solutions.
➢ Public Comments
o Donna Douglas, Lake Shore Drive – Inquired what kind of services Hudson Valley Environmental
Solutions provides. The company provides water testing services and sells home filtration systems.
o Larry Rochester, 375 Lake Shore Drive – Asked about infrastructure improvements for Lake Shore
Drive. Mentioned that there are numerous potholes on Lake Shore Drive and asked about the road
being repaved. The topic has been brought up to secure funding for road improvements with
Councilman Schmitt and is
o Bonnie Rum 64 Shore Drive – Offered information regarding school board meetings. Mentioned that
attendance at school board meetings may help with bussing concerns.
o Joe Favia, 17 Mangin Road – Inquired about litigation regarding the bus permit. The Village is
waiting for a decision from the judge and has no further information. Mr. Favia provided details about
bus drivers committing traffic violations.

o Susan Bleckney, Clove Road – Asked about the property that is for sale on Route 208. Attorney
McKay gave a general description on the process of property sales. The Village does not get involved
in private real estate transactions.
o Donna McGoldrick, 44 Dallas Drive – Reported about an area on Duelk Avenue where the roadway
needs repair. Trustee Mullany explained that the asphalt plants are not open yet. The site will be
referred to the highway department. Asked when the street sweeper will be scheduled to clear the
neighborhood? Deputy Mayor Ross offered that the sweeper will be scheduled.
o Ingrid Pappas, 24 Tanager Road – Resident asked about heavy equipment that is being stored at the
Stonegate apartments.
o Debbie Bragado, Houston Avenue – Mentioned dissatisfaction with the brown water issues. Asked if
there is a way to have water trucked in; trucking water will cost the tax payers additional money.
Attorney McKay reviewed grants the Village is in the process of being accumulated to go towards
water improvements.
o Donna McGoldrick, 44 Dallas Drive – Suggested that FEMA be contacted regarding the water issues.
Does not agree with the Department of Health assessment of the water conditions.
o Sonya Ayala, Merriewold Lane – offered that the Town of Blooming Grove has been in touch with
the County of Orange regarding water issues.
➢ Trustee Comments
o Trustee Belfort thanked everybody who came out to vote in the recent local election. Additionally
brought up the garbage issue, asked residents to keep up with their property maintenance.
o Trustee Vogelsberg thanked all residents who came out to vote. Mentioned the Community Clean Up
on April 20.
o Trustee Mullany advised that the board will continue to work to find solutions for the water issues.
Mr. Mullany discussed road conditions.
o Deputy Mayor Ross offered that with the warm weather, residents should be mindful of property
maintenance issues. Additionally suggested that if residents have concerns they should contact
Village Hall.
➢ Business
o Resolution No. (027) – Resolution of the Village Board of the Village of South Blooming Grove
Setting the Date and Hours of a Village Community Day. Motion to accept by Trustee Mullany,
seconded by Trustee Belfort. Resolution passed. 4 Ayes, Deputy Mayor Ross, Trustee Vogelsberg,
Trustee Mullany, Trustee Belfort. 1 Absent, Mayor LoFranco.
o Resolution No. (028) – Resolution of the Village Board of the Village of South Blooming Grove
Authorizing “Junk Remove All” to perform Property Maintenance Provisions (Chapter 102) for the
Property Located at the Following Address: 18 Green Road. Motion to accept by Trustee Mullany,
seconded by Trustee Belfort. Resolution passed. 4 Ayes, Deputy Mayor Ross, Trustee Vogelsberg,
Trustee Mullany, Trustee Belfort. 1 Absent, Mayor LoFranco.

Authorizing “Junk Remove All” to perform Property Maintenance Provisions (Chapter 102) for the
Property Located at the Following Address: 42 Merriewold Lane North. Motion to accept by
Trustee Vogelsberg, seconded by Trustee Belfort. Resolution passed. 4 Ayes, Deputy Mayor Ross,
Trustee Vogelsberg, Trustee Mullany, Trustee Belfort. 1 Absent, Mayor LoFranco.
o Resolution No. (030) – Resolution of the Village Board of the Village of South Blooming Grove
Authorizing “Junk Remove All” to perform Property Maintenance Provisions (Chapter 102) for the
Property Located at the Following Address: 46 Mangin Road. Motion to accept by Trustee
Vogelsberg, seconded by Trustee Mullany. Resolution passed. 4 Ayes, Deputy Mayor Ross, Trustee
Vogelsberg, Trustee Mullany, Trustee Belfort. 1 Absent, Mayor LoFranco.
➢ Abstract
o Motion to adopt the Abstract by Trustee Vogelsberg, seconded by Trustee Mullany, 4 Ayes, Deputy
Mayor Ross, Trustee Vogelsberg, Trustee Mullany, Trustee Belfort. 1 Absent, Mayor LoFranco.
➢ Adjournment
o Motion to close the meeting at 8:29 p.m. by Trustee Belfort, seconded by Trustee Vogelsberg. 4 Ayes,
