Village of South Blooming Grove Regular meeting Monday April 8, 2019 7:00 P.M. ➢ Special Presentation o Mayor LoFranco introduced Michael Weeks, Engineer for McGoey, Hauser and Edsall at 7:00 p.m. on April 8, 2019 at South Blooming Grove Fire Department, located at 819 State Route 208, within the Village of South Blooming Grove, and having a mailing address of Monroe, New York. Mr. Weeks gave a presentation regarding water and proposed infrastructure improvements within the Village of South Blooming Grove. ➢ Call to order o Mayor LoFranco called to order the Village Board Meeting, immediately following the Water Presentation by Village Engineer Michael Weeks, at 8:34 p.m. on April 8, 2019, at the South Blooming Grove Fire Department located at 819 State Route 208, within the Village of South Blooming Grove, and having a mailing address of Monroe, New York. ➢ Roll call The following persons were present: o James LoFranco- Mayor o John L. Ross – Deputy Mayor o Sue Anne Vogelsberg – Trustee o James Mullany – Trustee o Johnny Belfort – Trustee o Joseph McKay, Esq. – Counsel ➢ Correspondence: o Vendor-Peddler License Application – The Ice Mother o April 3, 2019 – Revised DEIS received from applicant ➢ Public Comments o Joe Favia, 17 Mangin – Requested having the drainage ditch cleaned out on Mangin Road o Bill Roff, 6 Merriewold Lane South – Reported about rotted pipe and possible sink hole between 6 and 8 Merriewold Lane South. Highway department to be notified. o Tom McCarthy, Houston Avenue – Reported about a spring at the foot of Houston Avenue. Highway department to be notified. o Patty Morrice, 29 Pine Hill Road – Mentioned sewer pipes on road, need to be resurfaced. o Stacy Warren, 16 Pine Hill Road – mentioned potholes on Pine Hill Road. o Marlene Sick, 18 Pine Hill Road – mentioned potholes on Pine Hill Road. o Joseph Favia, 11 Mangin – Asked about the zoning code on the website. The Village is in the process of updating the website. Asked for an update on items in litigation. The Mayor offered that the courts have been contacted. Mr. Favia was offered that any questions he has regarding the code that he is unable to find on the website, feel free to contact Village Hall. 1 Village of South Blooming Grove Regular meeting Monday April 8, 2019 7:00 P.M. o Dennis Williams, Lake Shore Drive – Inquired about installation of speed bumps. Mike Weeks offered that speed bumps are not recommended by the FHWA (Federal Highway Association) due to the possibility of accidents. The municipality is not self-insured and therefore cannot have speedbumps within the Village. Inquired about the shuttle bus. Mayor LoFranco read a statement regarding the bus proceedings. o Shirley Mende, 8 San Marcos – Asked about garbage at various locations. Mayor LoFranco offered that the homeowners have been issued notices of violation. o John Hickey, Merriewold Lane South – Inquired about water level alarms on water tanks. Mayor LoFranco offered that the alarms are installed in certain areas of the Village. o Larry Rochester, 375 Lake Shore Drive – Further discussed the issue of installing speed bumps. o Donna McGoldrick, 44 Dallas Drive – Asked if there is a maximum occupancy of people that can live in a home; there is no building code restriction on occupants in a home. There is a formula regarding how much living space will accommodate. o Debbie Bragado, Houston Avenue – Inquired if the Village can tap into the aqueduct. Inquired if the Village Hall parking lot is a bus parking area. Mayor LoFranco offered to review the code for Ms. Bragado. o Eleanor Hubner, 8 Hawthorne Drive – Asked about For Sale signs on Hawthorne Drive. Violation notices have been issued and will be reviewed. o Cathy Oldinger, 77 Duelk Avenue – Suggested raising fines for speeding. Asked about school bus that is parking at various homes on Duelk Avenue in the morning. The Mayor recommended the Blooming Grove Police be called. o Bill Cullen, 31 Merriewold Lane North – Requested speed cameras be installed. Attorney McKay explained special permission from the state is required to install cameras. Asked about For Sale sign removal. o Constance Robinson, 9 Mangin – Expressed concern about speeding on Mangin Road. o William Caleca, 19 Dallas – Mentioned parking issue at 20 Dallas; explained that cars are idling for 30 minutes at a time. o Wanda Rudzinski, 10 Sears Road – Expressed concerns about speeding on Sears Road. ➢ Business o Resolution No. (31) – Resolution of the Village Board of the Village of South Blooming Grove adopting the procurement policy of the Village of South Blooming Grove. Motion to accept by Trustee Mullany, seconded by Trustee Vogelsberg. Motion to accept by Deputy Mayor Ross, seconded by Trustee Vogelsberg.
