Village of South Blooming Grove Regular meeting Monday October 28, 2019 7:00 P.M. ➢ Call to order o Mayor LoFranco called to order the Village Board Meeting at 7:00 p.m. on October 28, 2019, at the South Blooming Grove Village Hall located at 811 State Route 208, within the Village of South Blooming Grove, and having a mailing address of Monroe, New York. ➢ Roll call The following persons were present: o James LoFranco- Mayor o John L. Ross – Deputy Mayor o James Mullany - Trustee o Sue Anne Vogelsberg – Trustee o Johnny Belfort - Trustee o Joseph McKay, Esq. ➢ Correspondence: o None. ➢ Comments o The Mayor advised that there are two new speed signs in the village. A brief update on matters in litigation was provided. The motion to dismiss in the 1233 Route 208 matter has been halted. The Village’s insurance will provide legal representation in the bus litigation counterclaim. The Village continues to pursue fence and short-term rental enforcement litigation. ➢ Public Comments o Susan Blakeney, Clove Road – Inquired about lot sizes and zoning. Referred to the village’s zoning code. o Barbara Hanley, Lake Shore Drive – Stated that she noticed the blue bus number seemed to be darkened or blacked out so you can no longer read it. o John Daly, Clove Road – inquired about the clustering and was referred to the village’s zoning code. o Simon Gelb, Forrest Road – briefly discussed the Clovewood application process. ➢ Business o Resolution No. (99) – Resolution of the Village Board of the Village of South Blooming Grove scheduling a public hearing (November 12, 2019) on the budget for the village’s 2020 fiscal year. Motion to accept Trustee Vogelsberg, seconded by Trustee Mullany. Resolution passed. 5 Ayes, Mayor LoFranco, Deputy Mayor Ross, Trustee Vogelsberg, Trustee Mullany, and Trustee Belfort. 1  Village of South Blooming Grove Regular meeting Monday October 28, 2019 7:00 P.M. o Resolution No. (100) – Resolution of the Village Board of the Village of South Blooming Grove setting a time and place (November 12, 2019) for a public hearing to determine violations of the village code’s property maintenance provision (Chapter 102). Motion to accept by Deputy Mayor Ross, seconded by Trustee Mullany, Resolution passed. 5 Ayes, Mayor LoFranco, Deputy Mayor Ross, Trustee Vogelsberg, Trustee Mullany, and Trustee Belfort. o Resolution No. (101) – Resolution of the Village Board of the Village of South Blooming Grove scheduling a joint public hearing for Monday November 25, 2019 regarding the Clovewood Application. Motion to accept by Trustee Vogelsberg, seconded by Deputy Mayor Ross, Resolution passed. 5 Ayes, Mayor LoFranco, Deputy Mayor Ross, Trustee Vogelsberg, Trustee Mullany, and Trustee Belfort. o Resolution No. (102) – Resolution of the Village Board of the Village of South Blooming Grove setting a time and place (November 25, 2019) for a public hearing on a proposed local law to establish a wellhead protection overlay district. Motion to accept by Deputy Mayor Ross, seconded by Trustee Mullany, Resolution passed. 5 Ayes, Mayor LoFranco, Deputy Mayor Ross, Trustee Vogelsberg, Trustee Mullany, and Trustee Belfort. o Resolution No. (103) – Resolution of the Village Board of the Village of South Blooming Grove authorizing the County of Orange to collect delinquent village taxes. Motion to accept by Trustee Vogelsberg, seconded by Trustee Mullany, Resolution passed. 5 Ayes, Mayor LoFranco, Deputy Mayor Ross, Trustee Vogelsberg, Trustee Mullany, and Trustee Belfort. o Resolution No. (104) – Resolution of the Village Board of the Village of South Blooming Grove authorizing the village clerk to submit a list of fees, assessments and the like to the County of Orange for relevying on the next fiscal year’s real property tax bill. Motion to accept by Trustee Mullany, seconded by Trustee Ross, Resolution passed. 5 Ayes, Mayor LoFranco, Deputy Mayor Ross, Trustee Vogelsberg, Trustee Mullany, and Trustee Belfort. o ➢ Trustee Comments o Trustee Vogelsberg announced: The Moffat Library trip Street of Shops will be on November 16, 2019 there are still seats available; Colin Schmitt invites all to attend The NYS Assembly Water Quality Task Force at the Vails Gate Fire Department on October 30, 2019, 6-8pm.
