Village of South Blooming Grove Regular meeting Tuesday November 12, 2019 7:00 P.M. ➢ Call to order o Mayor LoFranco called to order the Village Board Meeting at 7:03 p.m. on November 12, 2019, at the South Blooming Grove Village Hall located at 811 State Route 208, within the Village of South Blooming Grove, and having a mailing address of Monroe, New York. ➢ Roll call The following persons were present: o James LoFranco- Mayor o John L. Ross – Deputy Mayor o James Mullany - Trustee o Sue Anne Vogelsberg – Trustee o Joseph McKay, Esq. ➢ Absent o Johnny Belfort - Trustee ➢ Correspondence: o None. ➢ Comments The Mayor stated that village applies the law equally. The Village is more often than not able to resolve matters and utilizes litigation as a last resort. ➢ Public Comments o Sgt. Wakeham from the Town of Blooming Grove Police Department attended the Village Board Meeting and provided a statement regarding shots fired in the parking lot of the Rolling Hills Condominium on Thursday November 7, 2019. Sgt. Wakeham asked that anybody who has information regarding the incident please contact the Town of Blooming Grove Police Department. ➢ Business o Resolution No. (105) – Resolution of the Village Board of the Village of South Blooming Grove setting the date and hours of the Village’s Holiday Lighting (December 4, 2019). Motion to accept Deputy Mayor Ross, Seconded by Trustee Vogelsberg. Resolution passed. 4 Ayes, Mayor LoFranco, Deputy Mayor Ross, Trustee Vogelsberg and Trustee Mullany, 1 Absent Trustee Belfort. o Resolution No. (106) – Resolution of the Village Board of the Village of South Blooming Grove directing that there will not be a separate village voter registration day. Motion to accept by Trustee Vogelsberg, seconded by Trustee Mullany. Motion to accept by Deputy Mayor Ross, seconded by Trustee Vogelsberg. Resolution passed. 4 Ayes, Mayor LoFranco, Deputy Mayor Ross, Trustee Vogelsberg and Trustee Mullany, 1 Absent Trustee Belfort. o Resolution No. (108) – Resolution of the Village Board of the Village of South Blooming Grove authorizing the Mayor to execute transfer documents pertaining to the conveyance of a green area property to the Village. Motion to accept by Trustee Vogelsberg, seconded by Deputy Mayor Ross. Resolution passed 3 Ayes, Mayor LoFranco, Deputy Mayor Ross and Trustee Vogelsberg, 1 Abstain Trustee Mullany, and 1 Absent Trustee Belfort. o Resolution No. (109) – Resolution of the Village Board of the Village of South Blooming Grove authorizing the Mayor to execute an utility easement agreement for 3 Lone Oak Circle. Motion to accept by Deputy Mayor Ross, seconded by Trustee Vogelsberg, Resolution passed 4 Ayes, Mayor LoFranco, Deputy Mayor Ross, Trustee Vogelsberg and Trustee Mullany, 1 Absent Trustee Belfort. o Resolution No. (110) – Resolution of the Village Board of the Village of South Blooming Grove holding a public hearing on the Clovewood project as previously noticed for November 25, 2019. Motion to accept by Trustee Vogelsberg, seconded by Trustee Mullany, Resolution passed. 4 Ayes, Mayor LoFranco, Deputy Mayor Ross, Trustee Vogelsberg and Trustee Mullany, 1 Absent Trustee Belfort. o Resolution No. (111) – Resolution of the Village Board of the Village of South Blooming Grove adopting the annual budget for the Village’s 2020 Fiscal Year. Motion to accept by Trustee Vogelsberg, seconded by Trustee Mullany, Resolution passed. 4 Ayes, Mayor LoFranco, Deputy Mayor Ross, Trustee Vogelsberg and Trustee Mullany, 1 Absent Trustee Belfort. o Resolution No. (112) – Resolution of the Village Board of the Village of South Blooming Grove adopting the annual sewer district budget for the Village’s 2020 Fiscal Year. Motion to accept by Deputy Mayor Ross, seconded by Trustee Mullany, Resolution passed. 4 Ayes, Mayor LoFranco, Deputy Mayor Ross, Trustee Vogelsberg and Trustee Mullany, 1 Absent Trustee Belfort. o Resolution No. (113) – Resolution of the Village Board of the Village of South Blooming Grove adopting the annual water district budget for the Village’s 2020 Fiscal Year.
