➢ Call to order
o Mayor LoFranco called to order the Village Board Meeting at 7:06 p.m. on February 10, 2020, at the
South Blooming Grove Village Hall located at 811 State Route 208, within the Village of South
Blooming Grove, and having a mailing address of Monroe, New York.
➢ Roll call
The following persons were present:
o James LoFranco- Mayor
o John L. Ross – Deputy Mayor
o James Mullany - Trustee
o Sue Anne Vogelsberg – Trustee
o Johnny Belfort – Trustee
o Joseph McKay – Village Attorney
➢ Correspondence:
o None
➢ Public Comments
o John Hickey, Merriewold Lane South, mentioned the importance of the public going out to vote in
the upcoming local election.
o Gerald Gagliardi, Bailie Lane, asked if there are any regulations on signs posted to telephone poles.
Mayor LoFranco stated that the Village has discussed this with O & R, and although postings are
prohibited, the company does not take them down.
o Cathy Cairns, Tappan Drive, asked when the Christmas lights will be taken down.
o Linda Gagliardi, Bailie Lane, asked why those who have garbage on their property and on the street
are not billed. Mayor.
o Steven, Dallas Drive, asked when the local election is and the names of those running.
o Jean Galli, Route 94, asked about the status of the potential new traffic light on Seven Springs.
Mayor LoFranco noted that Congressman Colin Schmitt and State Senator James Skoufis were
notified and asked for further information in order to work on increasing traffic safety measures.
➢ Mayor and Trustee Comments
o Mayor LoFranco mentioned the issue of garbage in the Village and reminded the public to take
care of their area; if you see garbage on the ground, please pick it up.
o Village Attorney Joe McKay explained the process of the Clear Key II, LLC and Linda and
Gerald Gagliardi petition to extend the sewer district.
o Deputy Mayor Ross reiterated that if the residents see garbage, please pick it up. The Deputy
Mayor also emphasized the importance of voting in the local election on March 18, 2020 and
mentioned that Little League Baseball registration is on February 22, 2020.

o Trustee Vogelsberg reminded the public that the 2020 Census April 1st. When it was last
conducted, Orange County lost $2,500 per person who did not complete the census. The Town of
Blooming Grove approved the Village to use busing to transport seniors to the polls on election
day from 12:00-4:00 pm. All Village Codes are available on the Village of South Blooming
Grove website. The Village is also in need of drivers for Meals on Wheels, usually between 11:00
am and 12:00 pm, Monday-Friday. More letters from citizens to local representatives will be
beneficial in obtaining further traffic measures on 208.
o Trustee Belfort reiterated the importance of voting and mentioned that not everything said on
social media regarding the election is true. If something concerns the residents, it also concerns
the Village Board.
➢ Abstract
o Motion to adopt the Abstract by Trustee Vogelsberg, seconded by Trustee Mullany, 5 Ayes, Mayor
LoFranco, Deputy Mayor Ross, Trustee Vogelsberg, Trustee Mullany and Trustee Belfort.
➢ Business
o Resolution No. (6) – Resolution of the Village Board of the Village of South Blooming Grove
approving the Gagliardi/Clear Key II Petition to extend the sewer district. Motion to accept by
Trustee Mullany, seconded by Deputy Mayor Ross. Resolution passed. 5 ayes, Mayor LoFranco,
Deputy Mayor Ross, Trustee Vogelsberg, Trustee Mullany, Trustee Belfort.
o Resolution No. (7) – Resolution of the Village Board of the Village of South Blooming Grove
authorizing the Mayor to execute an agreement with Solitude Lake Management to provide
aquatic pesticide services to Merriewold Lake. Motion to accept by Trustee Mullany, seconded
by Deputy Mayor Ross. Resolution passed. 5 ayes, Mayor LoFranco, Deputy Mayor Ross,
Trustee Vogelsberg, Trustee Mullany, Trustee Belfort.
➢ Adjournment
o Motion to enter attorney/client session at 7:29 p.m. by Trustee Vogelsberg, seconded by Deputy
Mayor Ross. 5 Ayes, Mayor LoFranco, Deputy Mayor Ross, Trustee Vogelsberg, Trustee Mullany
and Trustee Belfort.
o Motion to exit attorney/client session at 8:20 p.m. by Trustee Mullany, seconded by Deputy Mayor
Ross. 5 Ayes, Mayor LoFranco, Deputy Mayor Ross, Trustee Vogelsberg, Trustee Mullany and
Trustee Belfort.
o Motion to close the meeting at 8:20 p.m. by Trustee Mullany, seconded by Deputy Mayor Ross. 5
Ayes, Mayor LoFranco, Deputy Mayor Ross, Trustee Vogelsberg, Trustee Mullany and Trustee
Belfort.
