Village of South Blooming Grove REGULAR MEETING Monday March 16, 2020 7:00 P.M. ➢ Call to order o Mayor LoFranco called to order the Village Board Meeting at 7:04 p.m. on March 16, 2020, at the South Blooming Grove Village Hall located at 811 State Route 208, within the Village of South Blooming Grove, and having a mailing address of Monroe, New York. ➢ Roll call The following persons were present: o James LoFranco- Mayor o John L. Ross – Deputy Mayor o Sue Anne Vogelsberg – Trustee o Johnny Belfort – Trustee o Joseph McKay – Village Attorney ➢ Correspondence: o 3/5/2020 Memorandum from Village Planning Board regarding water restrictions. ➢ Public Comments o No public comment, all public comment can be submitted in writing to Village Hall. ➢ Mayor and Trustee Comments o Mayor LoFranco advised that the Village Election has been postponed until April 28, 2020 per the Governor’s Office. o Trustee Vogelsberg reminded all to complete their 2020 Census. o Deputy Mayor Ross please check on your neighbors especially your elderly neighbors who are at risk. o Trustee Belfort echoed Deputy Mayor Ross’ and asked that you check up on your neighbors and take care of yourselves, your children and your neighbors. ➢ Abstract o Motion to adopt the Abstract by Trustee Vogelsberg, seconded by Deputy Mayor Ross, 4 Ayes, Mayor LoFranco, Deputy Mayor Ross, Trustee Vogelsberg, and Trustee Belfort. ➢ Business o Resolution No. (8) – Resolution of the Village Board of the Village of South Blooming Grove requesting the New York State Department of Transportation perform a study of the Route 208 and Mountain Road Intersection. Motion to accept by Deputy Mayor Ross, seconded by Trustee Vogelsberg. Resolution passed. 4 ayes, Mayor LoFranco, Deputy Mayor Ross, Trustee Vogelsberg, and Trustee Belfort. 1  Village of South Blooming Grove REGULAR MEETING Monday March 16, 2020 7:00 P.M. o Resolution No. (9) – Resolution of the Village Board of the Village of South Blooming Grove granting a permit to allow the use of the Village’s baseball field by the Washingtonville Little League pursuant to Chapter 30 of the Village Code. Motion to accept by Deputy Mayor Ross, seconded by Trustee Vogelsberg. Resolution passed. 4 ayes, Mayor LoFranco, Deputy Mayor Ross, Trustee Vogelsberg, and Trustee Belfort. o Resolution No. (10) – Resolution of the Village Board of the Village of South Blooming Grove amending the Bond Resolution adopted November 9, 2017 relating to the sewer system improvements. Motion to accept by Deputy Mayor Ross, seconded by Trustee Vogelsberg. Resolution passed. 4 ayes, Mayor LoFranco, Deputy Mayor Ross, Trustee Vogelsberg, and Trustee Belfort. o Resolution No. (11) – Resolution of the Village Board of the Village of South Blooming Grove amending the Bond Resolution adopted August 13, 2018 relating to water system improvements. Motion to accept by Trustee Vogelsberg seconded by Deputy Mayor Ross. Resolution passed. 4 ayes, Mayor LoFranco, Deputy Mayor Ross, Trustee Vogelsberg, and Trustee Belfort. o Resolution No. (12) – Resolution of the Village Board of the Village of South Blooming Grove authorizing the construction of road improvements, stating the estimated maximum cost thereof is $725,000, appropriating said amount for such purpose, and authorizing the issuance of bonds in the principal amount of not to exceed $725,000 to finance said appropriateion. Motion to accept by Deputy Mayor Ross seconded by Trustee Vogelsberg. Resolution passed. 4 ayes, Mayor LoFranco, Deputy Mayor Ross, Trustee Vogelsberg, and Trustee Belfort. o Resolution No. (13) – Resolution of the Village Board of the Village of South Blooming Grove supporting and concurring in the Orange County Community Development Block Grant Program for the fiscal year 2019 funding application municipal grant program and scheduling a public hearing thereon (May 11, 2020). Motion to accept by Trustee Vogelsberg seconded by Deputy Mayor Ross. Resolution passed. 4 ayes, Mayor LoFranco, Deputy Mayor Ross, Trustee Vogelsberg, and Trustee Belfort. o Resolution No. (14) – Resolution of the Village Board of the Village of South Blooming Grove regarding Clovewood Project and Amended DEIS to be set for a public hearing Motion to accept by Deputy Mayor Ross seconded by Trustee Vogelsberg. Resolution passed. 4 ayes, Mayor LoFranco, Deputy Mayor Ross, Trustee Vogelsberg, and Trustee Belfort. o Resolution No. (15) – Resolution of the Village Board of the Village of South Blooming Grove awarding bid for Merriewold Wellfield Improvement Project – Adedge Technologies. Motion to accept by Deputy Mayor Ross seconded by Trustee Vogelsberg. Resolution passed. 4 ayes, Mayor LoFranco, Deputy Mayor Ross, Trustee Vogelsberg, and Trustee Belfort. o Resolution No. (16) – Resolution of the Village Board of the Village of South Blooming Grove awarding bid for Merriewold Wellfield Improvement Project – Power with Prestige. Motion to accept by Trustee Vogelsberg, seconded by Deputy Mayor Ross. Resolution passed. 4 ayes, Mayor LoFranco, Deputy Mayor Ross, Trustee Vogelsberg, and Trustee Belfort. o Resolution No. (17) – Resolution of the Village Board of the Village of South Blooming Grove awarding bid for Merriewold Wellfield Improvement Project – Ferraro Construction, Inc. Motion to accept by Deputy Mayor Ross seconded by Trustee Vogelsberg.
