Village of South Blooming Grove REGULAR MEETING Monday June 8, 2020 7:00 P.M. ➢ Call to order o Mayor LoFranco called to order the Village Board Meeting at 7:03 p.m. on June 8, 2020, at the South Blooming Grove Village Hall located at 811 State Route 208, within the Village of South Blooming Grove, and having a mailing address of Monroe, New York. ➢ Roll call The following persons were present: o James LoFranco- Mayor o John L. Ross – Deputy Mayor o Sue Anne Vogelsberg – Trustee o Johnny Belfort – Trustee o Patricia Morrice - Trustee o Joseph McKay – Village Attorney ➢ Correspondence: • 3/31/2020 Orange County Department of Planning regarding proposed Wellhead Protection Overlay Local Law. • 4/18/2020 (received 6/1/2020) Orange County Department of Planning regarding Clovewood. ➢ Public Comments o Dawn Salka – If we are unable to have an in person public hearing regarding Clovewood, will that date be postponed? Requested that hearing be put on hold since MANY people are away on vacation. o Inger Pappas inquired about water restrictions and additional users. ➢ Mayor and Trustee Comments o Mayor LoFranco is addressing property maintenance/high grass complaints. September 15, 2020 is the new date for the Village’s General Election. o Trustee Vogelsberg is glad that we are back. She reminded all to register to vote and to complete their 2020 Census. o Patirica Morrice thanked the Mayor and the board for putting their trust in her and she will do her best for the village. o Deputy Mayor Ross welcomed and thanked Trustee Morrice for coming on board. The Mayor has been working very hard and endless hours during this pandemic as well before and his fellow board members. We all have the residents’ best interest at heart. Trustee Ross discussed the Little League Banners placed throughout the Town of Blooming Grove. o Trustee Belfort is glad to be back and see everybody. The Mayor has been working hard prior to and during this pandemic. Being the Mayor is a full time job. The Village Board has faith and loyalty. 1  Village of South Blooming Grove REGULAR MEETING Monday June 8, 2020 7:00 P.M. ➢ Abstract o Motion to adopt the Abstract by Trustee Vogelsberg, seconded by Deputy Mayor Ross, 5 Ayes, Mayor LoFranco, Deputy Mayor Ross, Trustee Vogelsberg, Trustee Morrice and Trustee Belfort. ➢ Business o Resolution No. (18) – Mayoral Appointment of Patricia Morrice as Village Trustee. o Resolution No. (19) - Resolution of the Village Board of the Village of South Blooming Grove setting a continued Clovewood Project public hearing on supplemented DEIS. Motion to accept byTrustee Vogelsberg, seconded by Deputy Mayor Ross, Resolution passed. 5 ayes, Mayor LoFranco, Deputy Mayor Ross, Trustee Vogelsberg, Trustee Morrice and Trustee Belfort. o Resolution No. (20) – Resolution of the Village Board of the Village of South Blooming Grove supporting and concurring in the Orange County Community Development Block Grant Program for the fiscal year 2020 funding application municipal grant program and scheduling a public hearing thereon. Motion to accept by Trustee Vogelsberg, seconded by Deputy Mayor Ross. Resolution passed. 5 ayes, Mayor LoFranco, Deputy Mayor Ross, Trustee Vogelsberg, Trustee Morrice and Trustee Belfort. o Resolution No. (21) – Resolution of the Village Board of the Village of South Blooming Grove adopting a local law for wellhead protection overlay districts. Motion to accept by Trustee Vogelsberg, seconded by Deputy Mayor Ross. Resolution passed. 5 ayes, Mayor LoFranco, Deputy Mayor Ross, Trustee Vogelsberg, Trustee Morrice and Trustee Belfort. ➢ Adjournment o Motion to enter attorney/client session at 7:34 p.m. by Trustee Vogelsberg, seconded by Deputy John Ross. 5 Ayes, Mayor LoFranco, Deputy Mayor Ross, Trustee Vogelsberg, Trustee Morrice and Trustee Belfort. o Motion to exit attorney/client session at 8:04 p.m. by Deputy Mayor Ross, seconded by Trustee Vogelsberg. 5 Ayes, Mayor LoFranco, Deputy Mayor Ross, Trustee Vogelsberg, Trustee Morrice and Trustee Belfort. o Motion to close the meeting at 8:04 p.m. by Deputy Mayor Ross, seconded by Trustee Vogelsberg. 5 Ayes, Mayor LoFranco, Deputy Mayor Ross, Trustee Vogelsberg, Trustee Morrice and Trustee Belfort.
