Village of South Blooming Grove REGULAR MEETING Monday July 27, 2020 7:00 P.M. ➢ Call to order o Mayor LoFranco called to order the Village Board Meeting at 7:01 p.m. on July 27, 2020, at the South Blooming Grove Village Hall located at 811 State Route 208, within the Village of South Blooming Grove, and having a mailing address of Monroe, New York. ➢ Roll call The following persons were present: o James LoFranco- Mayor o John L. Ross – Deputy Mayor o Sue Anne Vogelsberg – Trustee o Johnny Belfort – Trustee o Patricia Morrice - Trustee o Joseph McKay – Village Attorney ➢ Correspondence: • None ➢ Public Comments • None ➢ Mayor and Trustee Comments o Mayor LoFranco announced that the water filtration project is moving forward. The finish date is late October, early November. The village is looking for additional well locations. The village is in the final stages of preparing to re-pave Sears Road and Green Road; it is long overdue and was budged for this year. The police have added patrols to the area and is still seeking to obtain a substation in the village. Property maintenance is being maintained and looks very good. re was extra police patrol. Water restrictions are still in place and we ask that all comply. o Trustee Vogelsberg reminded residents to complete their Census form and stressed the importance of filling same. Senator Skoufis arranged for 1st responders to be tested for Covid-19 Antibodies on July 29, 2020. o Deputy Mayor Ross stated that the public hearing on August 10, 2020 with have limited capacity and asked that people arrange with the clerk to speak. o Trustee Belfort observes garbage cans being left by the curb blocking line of sight causing dangerous conditions. He asked that all residents bring their cans in from the end of driveway and curb to avoid an accident. ➢ Abstract o Motion to adopt the Abstract by Trustee Vogelsberg, seconded by Deputy Mayor Ross, 5 Ayes, Mayor LoFranco, Deputy Mayor Ross, Trustee Vogelsberg, Trustee Morrice and Trustee Belfort. 1  Village of South Blooming Grove REGULAR MEETING Monday July 27, 2020 7:00 P.M. ➢ Business o Resolution No. (26) - Resolution of the Village Board of the Village of South Blooming Grove exempting the Village of South Blooming Grove from applicable application fees associated with improvements to Village Property. Motion to accept by Trustee Vogelsberg, seconded by Deputy Mayor Ross. Resolution passed. 5 ayes, Mayor LoFranco, Deputy Mayor Ross, Trustee Vogelsberg, Trustee Morrice and Trustee Belfort. o Resolution No. (27) - Resolution of the Village Board of the Village of South Blooming Grove authorizing the Mayor to submit a Community Development Block Grant Program Application for the fiscal year 2021. Motion to accept by Deputy Mayor Ross, seconded by Trustee Vogelsberg. Resolution passed. 5 ayes, Mayor LoFranco, Deputy Mayor Ross, Trustee Vogelsberg, Trustee Morrice and Trustee Belfort. o Resolution No. (28) – Resolution of the Village Board of the Village of South Blooming Grove authorizing the Mayor to execute a Community Development Block Grant Program Municipal Agreement for fiscal year 2020. Motion to accept by Trustee Vogelsberg, seconded by Deputy Mayor Ross.
