Village of South Blooming Grove Regular Meeting Monday NOVEMBER 28, 2022 8:00pm  Call to order Deputy Mayor Weiss called to order the Village Board Meeting at 8:00 pm on November 28, 2022, for the Village of South Blooming Grove located at 811 State Route 208, within the Village of South Blooming Grove, and having a mailing address of Monroe, New York.  Roll call The following persons were present: o Abraham Weiss – Deputy Mayor o Yitzchok Feldman- Trustee o Asher Guttman- Trustee o Zalmon Rosner – Trustee o Joel Stern – Confidential Assistant to the Mayor o Isaac Ekstein- Legislative Aide to Mayor o Al Fusco, Village Engineer o Scott Ugell Esq.- Village Attorney o Kerry Dougherty – Village Clerk o Absent – Mayor George Kalaj  Correspondence o None  Public Comment o Sue Anne Vogelsberg if the village residents don’t have the information for the new ambulance building then it is not resolving the issue of the slow response time, putting information out to certain residents is putting others in jeopardy. She did not receive a reply to her emailed comments on the budget. Mr. Ekstein believes he responded and will check his email to see why she did not receive the response. Mrs. Vogelsberg advised that the Mayor wrote a very nice letter on Facebook for Thanksgiving and there was a hashtag, she researched it and has a concern with mixing religion and government. Mr. Ekstein with regard to the ambulance corp., if a person calls 911, 911 gives out the call to the local ambulance agency. The ambulance building was built by the United Jewish Community, they specifically built a garage under that building to be able to park an ambulance, Kiryas Joel EMS has parked there since it was opened. Kiryas Joel EMS operates with 911. With 911 calls, if there is a lack of response from the Town of Blooming Grove many times they reach out to KJ to respond as mutual aid. A lot of time almost every day we have a couple of mutual aid calls. But their response which is acceptable to 911, he doesn’t make the rules, so they wouldn’t have to call for mutual aid. Sue Anne asked how did building that building help the residents in South Blooming Grove with getting 1 Village of South Blooming Grove Regular Meeting Monday NOVEMBER 28, 2022 8:00pm appropriate response time. She understood that was why the building was there, her understating is that we would get a quicker response, but if you are using it as a garage for KJ ambulance how is that helping. Mr. Ekstein advised the building is there because an organization funding money to put that building in, it has nothing to do with the village. Sue Anne thought it was built due to slow response time. Mr. Ekstein responded no. o Bonnie Rum asked if all of the Clovewood wells are being donated to the Village residents right now, where is the water source for the people that will be living within that community if the water is now being used where it is needed, how will you get the water for the others. If there is a water problem is the village going to be responsible for the additional water needs outside of the Clovewood Development. Deputy Mayor advised that he assumes the volume of water from there is twice as much as needed after all the building. Mr. Ekstein the 72 hour pump test showed that there was enough water for the Clovewood Development plus the current usage of the village. Al Fusco advised that we acquired a grant that is over 4.7 Million and are applying for another 1.5 Million dollars to drill new wells for the village. Bonnie Rum inquired about taxes and new development.  Business o Resolution No. (141) – Resolution of the Village Board of the Village of South Blooming Grove Adopting Local Law No.7 of 2022 to override the tax levy limit established in general Municipal Law 3-c . Motion to accept by Trustee Rosner, seconded by Trustee Guttman. 4 Ayes, Deputy Mayor Weiss, Trustee Rosner, Trustee Feldman 1 absent Mayor George Kalaj. o Resolution No. (142) – Resolution of the Village Board of the Village of South Blooming Grove Adopting the Water, Sewer and General Annual Budget for the Villages 2023 fiscal year. Motion to accept by Mayor Kalaj, seconded by Trustee Weiss. 4 Ayes, Deputy Mayor Weiss, Trustee Rosner, Trustee Guttman and Trustee Feldman. 1 Absent Mayor Gorge Kalaj. o Resolution No. (143) – Resolution of the Village Board of the Village of South Blooming Grove Setting a Meeting Schedule for Village Board Meetings and Village Board Work Sessions for 2023. Motion to accept by Trustee Feldman, seconded by Deputy Mayor Weiss. 4 Ayes, Deputy Mayor Weiss, Trustee Rosner, Trustee Guttman and Trustee Feldman. 1 Absent Mayor George Kalaj. o Resolution No. (144) – Resolution of the Village Board of the Village of South Blooming Grove Setting the Dates of The Village Holiday Schedule for 2023. Motion to accept by Trustee Feldman, seconded by Deputy Mayor Weiss. 4Ayes, Deputy Mayor Weiss, Trustee Rosner, Trustee Guttman and Trustee Feldman. 1 Absent Mayor George Kalaj. o Resolution No. (145) – Resolution of the Village Board of the Village of South Blooming Grove Authorizing the Mayor to sign any and all documents for Empire State Development Grant. Motion to accept Trustee Feldman, seconded by Trustee Rosner. 4 Ayes, Deputy Mayor Weiss, Trustee Rosner, Trustee Guttman and Trustee Feldman. 1 Absent Mayor George Kalaj. o Resolution No. (146) – Resolution of the Village Board of the Village of South Blooming Grove Authorizing the Mayor to enter into Contract with Regard to NYSEFC WIIA Grant. Motion to 2 Village of South Blooming Grove Regular Meeting Monday NOVEMBER 28, 2022 8:00pm accept Trustee Rosner, seconded by Deputy Mayor Weiss. 4 Ayes, Deputy Mayor Weiss, Trustee Rosner, Trustee Guttman and Trustee Feldman. 1 Absent Mayor George Kalaj. o Resolution No. (146) – Resolution of the Village Board of the Village of South Blooming Grove Approving the use of the acronym “VOSBG” when referring to The Village of South Blooming Grove . Motion to accept Trustee Rosner, seconded by Trustee Guttman. 4 Ayes, Deputy Mayor Weiss, Trustee Rosner, Trustee Guttman and Trustee Feldman. 1 Absent Mayor George Kalaj. o Resolution No. (147) – Resolution of the Village Board of the Village of South Blooming Grove authorizing the MS4 Officers to sign the SWPPP MS4 form for South Grove Project. Motion to accept by Deputy Weiss, seconded by Trustee Guttman. 4 Ayes, Deputy Mayor Weiss, Trustee Rosner, Trustee Guttman and Trustee Feldman. 1 Absent Mayor George Kalaj. o Resolution No.(148) – Resolution of the Village Board of the Village of South Blooming Grove authorizing the mayor to enter into an agreement with Orange County EMS. Motion to accept by Trustee Rosner, seconded by Deputy Weiss. 4 Ayes, Deputy Mayor Weiss, Trustee Rosner, Trustee Guttman and Trustee Feldman. 1 Absent Mayor George Kalaj.  Discussion o Joel Stern congratulations to the village board for receiving their EMS license. He would like to recall resolutions No. 22 of 2022 which was passed in May or June authorizing the Mayor to apply for a license and subcontract that license to a qualified ambulance company, so we have a qualifying ambulance company that does have equipment, supplies and trained EMTs. o Engineer Fusco and the board discussed the sewer treatment ozone system and that the County has recommended that the village obtain this system. The village has an offer from Anue for ozone treatment rather than chlorine. The system would cost $242,000 to purchase and would not have to go to bid as it matches the Chester purchase. The other option would be to lease and or rent said equipment for $7,500. The chlorine treatment costs $8,000 per month and the ozone would replace this cost. The board decided to table for the next meeting. Motion to schedule a public hearing for December 12, 2022 to discuss purchase or lease by Deputy Mayor Weiss, seconded by Trustee Guttman. 4 ayes, 1 absent. o The Chief of Police reached out to the village and asked if the board would like to look into construction on the weekends. A lot of people are contacting the police when simple construction is being performed and it is consuming police resources.
