Village of South Blooming Grove Board of trustees Regular Meeting Monday JANUARY 13, 2025 8:00pm  Call to order Mayor Kalaj called to order the Village Board Meeting at 8:01pm on December 13, 2025, for the Village of South Blooming Grove located at 811 State Route 208, within the Village of South Blooming Grove, and having a mailing address of Monroe, New York.  Roll call The following persons were present: o George Kalaj – Mayor o Yitzchok Feldman – Trustee* o Zalmon Rosner – Trustee o Asher Guttman – Trustee o Isaac Ekstein – Legislative Aide to Mayor o Joel Stern – Confidential Assistant to the Mayor o Scott Ugell Esq. – Village Attorney o Kerry Dougherty – Village Clerk o Absent – Abraham Weiss – Deputy o Absent – Al Fusco Village Engineer  Mayor’s Comments o Mayor Kalaj advised that we are having issues with water, many homes that were not winterized had broken pipes because they were not winterized. The Mayor asked that home owners winterize their homes to avoid broken pipes. There have been water main breaks as well that have caused loss of water.  Citizens of the Year Award - Presentation of Citizens of the Year Award for 2024 to the Rolling Hills Condominium Board – Joel Stern introduced the Rolling Hills Board Members in attendance, Mr. James Dietrich, Gee Gee Sigerist and Mendy Oppenheim (not in attendance - John Carbone, Ken Sonders and Daniel Mulrean). They have been very helpful to contribute and take part in redevelopment of Kinderland Park which is right behind Rolling Hills. They contributed $90,000 plus in equipment and in lighting to make the park accessible for all constituents of the village. We couldn’t be more thankful for them. On behalf of Mayor and the Board a decision was made granting the Citizens of the Year Award to the Rolling Hills Condominium Board. Trustee Guttman read the award aloud and the Citizens of the Year award was presented to members of the Rolling Hills Condominium Board.  Adoption of Minutes – Motion to adopt the December 2, 2024 and December 16, 2024 Village Board Minutes by Trustee Rosner, seconded by Mayor Kalaj, 3 Ayes, 2 Absent. 1  Village of South Blooming Grove Board of trustees Regular Meeting Monday JANUARY 13, 2025 8:00pm  Correspondence o Chris Maderia provided correspondence dated 1/10/2025 to the village board.  Business o Resolution No. (001) – Resolution of the Mayor of the Village of South Blooming Grove appointing Baila Blumenthal as Village Treasurer. o Resolution No. (002) - Resolution of the Village Board of the Village of South Blooming Grove declaring an emergency at the intersection of County Route 44 and NYS Route 208 authorizing the procurement of construction and road improvements on an emergency basis. Motion to accept by Trustee Rosner, seconded by Mayor Kalaj. 3 Ayes, Mayor Kalaj, Trustee Guttman and Trustee Rosner. 2 Absent, Deputy Mayor Weiss and Trustee Feldman. o Resolution No. (003) - Resolution of the Village Board of the Village of South Blooming Grove declaring lead agency and a negative declaration on construction of pump station improvements. Motion to accept by Trustee Rosner, seconded by Trustee Guttman. 3 Ayes, Mayor Kalaj, Trustee Guttman and Trustee Rosner. 2 Absent, Deputy Mayor Weiss and Trustee Feldman. o Resolution No. (004) - Resolution of the Village Board of the Village of South Blooming Grove declaring lead agency and a negative declaration on road construction at Route 208 at the intersection of Route 44 and Route 208. Motion to accept by Trustee Rosner, seconded by Mayor Kalaj. 3 Ayes, Mayor Kalaj, Trustee Guttman and Trustee Rosner. 2 Absent, Deputy Mayor Weiss and Trustee Feldman.  Executive Session: o Motion to enter into executive session at 8:13 pm to discuss correspondence received by Trustee Guttman, seconded by Trustee Rosner; 3 Ayes, 2 Absent. o Motion to exit executive session at 8:19 pm by Trustee Guttman, seconded by Trustee Rosner, 4 Ayes, 1 Absent. Trustee Feldman entered the meeting. Attorney Ugell advised that the board gets to decide what and if any correspondence is on the agenda. o Resolution No. (005) - Resolution of the Village Board of the Village of South Blooming Grove authorizing the issuance of bonds for the construction of pump station improvements. Motion to accept by Trustee Guttman, seconded by Mayor Kalaj. 4 Ayes, Mayor Kalaj, Trustee Feldman, Trustee Guttman and Trustee Rosner. 1 Absent, Deputy Mayor Weiss. o Resolution No. (006) - Resolution of the Village Board of the Village of South Blooming Grove authorizing the issuance of bonds for the construction of road improvements.
