Village of South Blooming Grove Board of trustees Regular Meeting Monday JANUARY 27, 2025 8:00pm  Call to order Mayor Kalaj called to order the Village Board Meeting at 8:06pm on January 27, 2025, for the Village of South Blooming Grove located at 811 State Route 208, within the Village of South Blooming Grove, and having a mailing address of Monroe, New York.  Roll call The following persons were present: o George Kalaj – Mayor o Abraham Weiss – Deputy o Yitzchok Feldman – Trustee o Zalmon Rosner – Trustee o Asher Guttman – Trustee o Isaac Ekstein – Legislative Aide to Mayor o Joel Stern – Confidential Assistant to the Mayor o Scott Ugell Esq. – Village Attorney o Al Fusco Village Engineer o Kerry Dougherty – Village Clerk  Mayor’s Comments o The Mayor express his concerns as the sewer is clogging up constantly, they have pulled out clothing, rags, etc. Residents are wasting money by not being responsible.  Adoption of Minutes – Motion to adopt the January 13, 2025, Village Board Minutes by Trustee Guttman, seconded by Mayor Kalaj, 5 Ayes.  Correspondence o Chris Maderia provided correspondence dated 1/27/2025 to the village board.  Business o Resolution No. (007) Resolution of the Village Board of the Village of South Blooming Grove declaring lead agency and negative declaration for Road Widening at Mangin Road. Motion to accept by Trustee Guttman, seconded by Deputy Mayor Weiss. 5 Ayes – Mayor Kalaj, Deputy Mayor Weiss, Trustee Feldman, Trustee Guttman and Trustee Rosner. 1  Village of South Blooming Grove Board of trustees Regular Meeting Monday JANUARY 27, 2025 8:00pm o Resolution No. (008) Resolution of the Village Board of the Village of South Blooming Grove scheduling a public hearing to be held on February 24, 2025 at 8:05 pm regarding the acquisition of a portion of Real Property located at 8 Mangin Road a/k/a Village of South Blooming Grove SBL 209-3-4 pursuant to the New York Eminent Domain Procedure Law. Motion to accept by Trustee Rosner, seconded by Mayor Kalaj. 5 Ayes – Mayor Kalaj, Deputy Mayor Weiss, Trustee Feldman, Trustee Guttman and Trustee Rosner. o Resolution No. (009) Resolution of the Village Board of the Village of South Blooming Grove authorizing the Village Board to enter into a Developer’s Agreement with 49 and 58 Fort Worth Place. Motion to accept by Trustee Guttman, seconded by Trustee Rosner. 4 Ayes – Deputy Mayor Weiss, Trustee Feldman, Trustee Guttman and Trustee Rosner, 1 Abstain – Mayor Kalaj. o Resolution No. (010) Resolution of the Village Board of the Village of South Blooming Grove authorizing the Mayor to execute the engagement letter for accounting services from Bonadio & Co. LLP for 2025. Motion to accept by Trustee Guttman, seconded by Mayor Kalaj. 5 Ayes – Mayor Kalaj, Deputy Mayor Weiss, Trustee Feldman, Trustee Guttman and Trustee Rosner.  Abstract o Motion to accept the Abstract by Mayor Kalaj, seconded by Trustee Rosner, 5 Ayes – Mayor Kalaj, Deputy Mayor Weiss, Trustee Feldman, Trustee Guttman and Trustee Rosner.  Discussion o A new FOIL email address has been established for the Village of South Blooming Grove, creating a central place for all FOIL correspondence for the Village. The new email is FOIL@vosbg.com o Joel Stern advised that road construction to widen for a left turning lane at Route 208 and Mountain Road was delayed because of the snow and construction will commence immediately.  Adjournment o Motion to close the meeting at 8:16pm by Mayor Kalaj, seconded by Trustee Rosner.. 5 Ayes – Mayor Kalaj, Deputy Mayor Weiss, Trustee Feldman, Trustee Guttman and Trustee Rosner.
