Attendance: Dr. Scalzitti, Cyndi Kieck, Jerry Bzdawka, Karen Stewart, Vickie
Dominski, Cassandra Hadley, Jackie Ove, Erin Dreist- UW Green Bay student

1. Call to order- Called to order by Cyndi Kieck at 6:30 p.m. Introductions were
made around the table.
2. Agenda additions/ announcements/ information- No additions. J Ove
announced that when the City of South Milwaukee is open, there is no
mechanism for online meetings, hence meeting in city hall.
3. Approval of the minutes from the May 7, 2020 meeting. K Stewart moved,
Vickie Dominski seconded, to approve the minutes. All aye. Motion carried.
4. Medical Advisor Report- Dr. Scalzitti –Flu shots, recommended to get one early
and by Oct 31. CVS and WalMart offering them. High dose for those over
65years of age, now 4 flu strains, called high dose quad.
Briefly discussed Milwaukee County Health Care Provider COVID-19 Testing
access for K12 Students, Staff and Youth sports. Also protocols schools
following for students.
Future COVID-19 testing sites need to be winterized and sites are being
considered.
5. Public Health Administrator Report-
Public Health Administrator Report 09/10/2020
Most programs have been suspended due to COVID-19 response.
Re-instituted Tuesday clinics when City Hall reopened June 1, 2020.
Re-instituted Quick Response Team visits with the Police Department and Peer Support
Specialist from Community Medical Services.

Working with the new school district nurses regarding immunizations and COVID-19
Continuing other communicable disease follow up as required by State Statute.
Coronavirus (COVID-19) Response
Receiving the following reimbursable funding from the Federal Government through the
State Department of Health Services:
Preparedness Plan Updates to 12/31/2020 $60,000
Local Testing Coordination to 12/31/2020 $97,200
Contact Tracing to 12/31/2020 $262,385
PHEP Supplemental to 03/15/2021 $63,626
Epi, Lab Capacity to 09/30/2021 $25,600
Total eligible grant funds $508,811
Hired additional staff

Updating preparedness plans for response to Coronavirus
Continue to work within the Unified Emergency Operations Center (UEOC) on
many workgroups and as a duty officer
Working with Cudahy and Oak Creek for a possible community testing site, will
be expanding this group to the whole southside of Milwaukee County, as the
current Wisconsin National Guard sites will be closed as of October 3.
Continue to meet with the public schools weekly and parochial schools as
needed.
Continue to work with our long term care facilities regarding outbreaks and
understanding testing requirements.
In addition-
Flu shots – planning a student flu clinic Oct.14. Planning for employee flu clinic early
Oct.
UW Freshwater study program with SM will test SM wastewater for Sars CoV. SM
Wastewater Treatment Facility will sample on Mon/Tues and SMHealth Dept. will
transport on Wed.

6. Coronavirus (COVID-19) update
Schools began as virtual. St. Francis school board has a meeting next week to
decide next step. South Milwaukee school board has a meeting Sept. 21 to
decide. Health Dept. meets with the schools weekly.
The state has backed out of developing school framework, so the local health depts. are
advising recommendations. The state is changing the term “critical” – defined as a
burden rate over 350 – to “very high”.
There is work being done on finding a testing site to continue after Oct. 3 when the
National Guard is finished. One county site would be desired until December. State Fair
Park and Miller Park are two locations looked at for indoor testing. Also in consideration
is the emissions test station at 24th/St Paul St. and the old Caterpillar buildings. The
south side county suburbs would like to collaborate. This would also involve hiring staff
to do the testing. Milw. County Emergency management is working at training off duty
EMTS. Private providers are having a hard time getting reagents. They are usually
locked into a contract with a lab for a determined amount of tests and supplies.
The federal government plans to send millions of tests to schools to test students.
However, testing requires a medical order and clinical lab waiver of which schools
usually do not have. Also, parochial schools do not have nurses on staff.
7. Budget 2021 - see other attachment. City of South Milwaukee wanted a 5%
decrease in budget. Jackie submitted a 0% budget. Motion asked for board
to accept the budget. Dr Scalzitti moved to accept budget, V Dominski
seconded. All voted aye. Motion carried
