SOUTH ST. PAUL CITY COUNCIL MINUTES OF MARCH 15, 2021 Mayor James Francis called the regular meeting of the City Council to order at 7:00 p.m. on March 15, 2021. ROLL CALL: Present: Mayor Francis Councilmembers Bakken, Dewey, Kaliszewski, Podgorski, Seaberg Absent: Councilmember Hansen Staff Present: City Administrator, Joel Hanson Attorney, Peter Mikhail City Clerk, Christy Wilcox City Engineer, Sue Polka City Planner, Michael Healy Monika Mann, Economic Development/Planning Assistant 5) Presentations  There were no presentations 6) Citizens’ Comments  Bernie Worm, 365 Grand Avenue North, thanked the City for the improvements at Grandview Park. Mr. Worm discussed the Armour Gates and feels that City funds should not be spent on the preservation of the Amour Gates. 7) Agenda Moved by Seaberg/Kaliszewski MOVED: To approve the agenda. Motion carried 6 ayes /0 nays 8) Consent Agenda Moved by Kaliszewski/Bakken Resolved, that the South St. Paul City Council does hereby approve the following: A. City Council meeting minutes of March 1, 2021 B. Resolution No. 2021-45, approving accounts payable C. 2020 Planning Commission Annual Report City Council Minutes of March 15, 2021 1 D. Resolution No. 2021-40, approving a professional services agreement with Michael Lamb Consulting, LLC for the North Concord Mixed-Use Zoning District Update E. Resolution No. 2021-47, extending the temporary waiver of City Code Permit and Zoning requirements to promote business activities during the COVID-19 Health Pandemic F. Resolution No. 2021-39, approving the plans and specifications for 2018-015, 4th Street South improvements and ordering advertisement for bids G. Business Licenses H. Resolution No. 2021-44, approve right of first refusal at Fleming Filed with Lance Lemiux (Lot 5, Block 3, Airport Rearrangement 4th Addition) I. Resolution No. 2021-46, approve right of first refusal at Fleming Field with Lance Lemiux (Lot 2, Block 1, Airport Rearrangement 2nd Addition) Motion carried 6 ayes/0 nays 8I) Accept Letter of Retirement – Assistant to Public Works Moved by Seaberg/Dewey MOVED: To accept the letter of retirement from Deb Krier, Assistant to Public Works Director with the City of South St. Paul effective April 30, 2021. Motion carried 6 ayes/0 nays 9A) Public Hearing – Liquor License at 600 North Concord Street Moved by Seaberg/Dewey MOVED: To accept the correspondence received from Erik & Cynthia Borgstrom regarding the issuance of a liquor license at 600 North Concord Street. Motion carried 6 ayes/0 nays Moved by Seaberg/Dewey MOVED: To adopt Resolution No. 20921-43, authorizing Provisional On-Sale Liquor License at 600 Concord Street North by Las Islas Gemelas LLC. Motion carried 4 ayes/2 nays (Kaliszewski and Podgorski) City Council Minutes of March 15, 2021 2 10A) Conditional Use Permit Amendment – St. John Vianney Church Moved by Seaberg/Podgorski MOVED: To adopt Resolution No. 2021-41, approving a Conditional Use Permit Amendment and Setback Variance for a monument sign at the Church of St. John Vianney at 840 19th Avenue North. Motion carried 6 ayes/0 nays 10B) Fence Height Variance – 1035 Dwane Street Moved by Kaliszewski/Podgorski MOVED: To adopt Resolution No. 2021-42, approving a fence height Variance at 1035 Dwane Street. Motion carried 6 ayes/0 nays 10C) 1st Reading – Swimming Pool Ordinance Amendment Mayor Francis introduced the following proposed ordinance for its first reading: AN ORDINANCE REPEALING AND REPLACING SECTION 118-255 AND AMENDING SECTIONS 106-56 AND 118-8 REGARDING SWIMMING POOLS 11) Mayor and Council Communication 12) Adjournment Moved by Seaberg/Dewey MOVED: That the meeting adjourn at 8:46 p.m. Motion carried 7 ayes/0 nays Approved: April 5, 2020 ___________________________ City Clerk City Council Minutes of March 15, 2021 3
