MINUTES OF MARCH 15, 2021
Mayor James Francis called the regular meeting of the City Council to order at 7:00 p.m. on
March 15, 2021.
ROLL CALL:

Councilmembers Bakken, Dewey, Kaliszewski, Podgorski,
Seaberg
Absent: Councilmember Hansen

5) Presentations
There were no presentations
6) Citizens’ Comments
Bernie Worm, 365 Grand Avenue North, thanked the City for the improvements
at Grandview Park. Mr. Worm discussed the Armour Gates and feels that City
funds should not be spent on the preservation of the Amour Gates.

Michael Lamb Consulting, LLC for the North Concord Mixed-Use Zoning

Health Pandemic
F. Resolution No. 2021-39, approving the plans and specifications for 2018-015,
4th Street South improvements and ordering advertisement for bids
G. Business Licenses
H. Resolution No. 2021-44, approve right of first refusal at Fleming Filed with
Lance Lemiux (Lot 5, Block 3, Airport Rearrangement 4th Addition)
I. Resolution No. 2021-46, approve right of first refusal at Fleming Field with
Lance Lemiux (Lot 2, Block 1, Airport Rearrangement 2nd Addition)

9A) Public Hearing – Liquor License at 600 North Concord Street

MOVED: To accept the correspondence received from Erik & Cynthia
Borgstrom regarding the issuance of a liquor license at 600 North Concord Street.

MOVED: To adopt Resolution No. 20921-43, authorizing Provisional On-Sale
Liquor License at 600 Concord Street North by Las Islas Gemelas LLC.

10A) Conditional Use Permit Amendment – St. John Vianney Church

MOVED: To adopt Resolution No. 2021-41, approving a Conditional Use Permit
Amendment and Setback Variance for a monument sign at the Church of St. John
Vianney at 840 19th Avenue North.

10B) Fence Height Variance – 1035 Dwane Street

MOVED: To adopt Resolution No. 2021-42, approving a fence height Variance
at 1035 Dwane Street.

10C) 1st Reading – Swimming Pool Ordinance Amendment
Mayor Francis introduced the following proposed ordinance for its first reading:
AN ORDINANCE REPEALING AND REPLACING SECTION 118-255 AND
AMENDING SECTIONS 106-56 AND 118-8 REGARDING SWIMMING POOLS
