City of Spearfish City Council Study Session Minutes July 13, 2022, 4:15 p.m. The City Council Study Session was called to order by Council President Hodgs at 4:15 p.m. in the Council Chambers of City Hall on Wednesday, July 13, 2022. The following c o u n c i l members were present: Clark, Hodgs, Hourigan, Jacobs, Klarenbeek, and Rath. Absent: Mayor Senden. City staff present were: City Administrator McFarland, City Attorney McDonald, City Engineer Mathis, Finance Officer DeNeui, City Planner Broyles, Public Works Director Hinton, Park and Recreation Director Ehnes, Public Safety Director Rotert, Human Resource Director Mathis, and Assistant Police Chief Dean. Clark moved, Rath seconded and all voted to amend the agenda to add the second item under Human Resources. Clark moved, Jacobs seconded and all voted to approve the agenda as amended. Items for Council Consideration: Items from Visitors Sponsorship – Children First’s request for sponsorship of $425 for the Snapper’s Club rental fee to host the Black Hills Raptors for a demonstration/display and educational event for approximately 80 children on August 1, 2022 was forwarded to the council agenda. City Attorney Lease – A public hearing and approval of the Private Hangar Ground Lease Agreement with Wareing Properties, LLC was forwarded to the council agenda. Engineering Proposal – Approval of Interstate Engineering’s proposal for engineering services for the Rainbow Road Channel Grading & Culvert Upsize Project at a cost not to exceed $19,958 was forwarded to the council agenda. Proposal – Approval of Interstate Engineering’s proposal for engineering services for the 2023 Annual Maintenance Project: Colorado Blvd Chip Seal (Exit 14 to west of Sky Ridge) at a cost not to exceed $54,274 was forwarded to the council agenda. Finance License – Approval of a special on-sale liquor license for False Bottom Bar for the BHSU Scholarship Gala on July 30, 2022 from 5:00 p.m. to 10:00 p.m. at the Joy Center was forwarded to the council consent agenda. Human Resources Move – The moving of Heath Brown to recruitment & retention coordinator, grade 17, step 4, $28.07, effective 7/10/22, was forwarded to the council consent agenda. Move – The moving of Scott Deaver to fire chief effective 7/10/2022 and authorizing immediately upon commencement of regular employment, granting forty (40) hours of paid vacation time, was added to the council consent agenda. Hire – Director Mathis noted the council consent agenda will also request the hiring of Brittney Carl as a seasonal recreation janitorial laborer at $15.25 per hour, effective 7/14/2022. Planning and Zoning Resolution 2022-22 – Approval of Resolution 2022-22 – A Resolution to Transfer Real Property from the City of Spearfish to Spearfish Economic Development Corporation (10 additional lots at Sky Ridge) was forwarded to the council agenda. Public Works Surplus – The request to surplus the provided list of items to be auctioned, destroyed, salvaged/sold as scrap, traded in, transferred to another government agency, or sold by sealed bid, and appoint Rex McDonald, Nancy Hoffman, Erica Bussiere, Adam Spindler, Barb Heiting, Leland Hanson, Dion Block, Dennis Hafner, Brian Ulmer, Pat Rotert, Curt Jacobs, Jude Warner, Bob Evridge, Wayne Alderman, and Steve McFarland as appraisers for surplus was forwarded to the council agenda. Items for Council Discussion: 2023 Budget – Administrator McFarland provided an overview of the 2023 budget process to date. Additional details will be presented at the upcoming study sessions and council meetings. Council members Rath, Hourigan and Klarenbeek volunteered for the grant review committee. Director Hinton noted the Young Well is set to be repaired prior to the Sturgis Motorcycle Rally and the dirt accumulating at the McLaughlin Sawmill property is from the Sky Ridge Project. The dirt will be stored for use in the project of widening of Colorado Boulevard. Planner Broyles noted the Planning Commission will review the Highway 85 Corridor options at their July 19, 2022 meeting. No additional discussions were held, and the meeting was adjourned at 4:52 p.m.
