City Council Study Session

City of Spearfish City Council Study Session Minutes September 28, 2022, 4:15 p.m. The City Council Study Session was called to order by Mayor Senden at 4:15 p.m. in the Council Chambers of City Hall on Wednesday, September 28, 2022. The following c o u n c i l members were present: Clark, Hodgs, Hourigan, and Rath. Absent: Klarenbeek and Jacobs. City staff present were: City Administrator McFarland, City Attorney McDonald, Finance Officer DeNeui, Public Safety Director Rotert, Public Works Director Broyles, City Planner Kapsa, Park and Recreation Director Ehnes, City Engineer Mathis, Human Resource Director Mathis, Assistant Public Works Director McMahon, Assistant City Engineer Spindler, and Water and Sewer Superintendent Burtzlaff. Hodgs moved, Rath seconded, and all voted to approve the agenda as presented. Items for Council Discussion: Sandstone Hills Street Repair & Sewer Upsize Project Update – Assistant City Engineer Spindler provided an update on the Sandstone Hills Street Repair & Sewer Upsize project. There was a watermain break on Saturday, September 26, 2022, that resulted in four homes needing alternative housing due to no water service. The water main repair was made, and the area was backfilled, so all water service has been restored and residents have returned to their homes. Traffic restrictions will continue to take place along Windmill Drive and at the Sandstone Hills Drive intersection until late in the evening Friday, September 30th. Concrete work at the intersection of Sandstone Hills and paving on Windmill will continue until Friday, September 30th as well. Items for City Council Meeting: The following items will appear on the Council agenda for consideration. Comments received are noted: A. Engineering 1) Approve the final, under/over Change Order #4 Dahl Road Reconstruction & Sewer Trunkline Extension Project, totaling a decrease of $1,320.06 and approve the Certificate of Final Completion and Acceptance setting October 3, 2022, as the date the 2-year warranty begins. B. Finance 1) Hold a public hearing to consider an application from Ali Eddy with Sawyer Brewing Co. for a retail (on-off sale) malt beverage & SD farm wine license located at 2537 Yukon Place. a. Approve the application. 2) Approve the State Financial Assistance Agreement for the airport AIP Taxilane project (#3-46-0065-031-2022) and authorize the mayor to sign all documents necessary for the administration and execution of the grant. C. Human Resources  1) Approve the first reading of Ordinance 1374 – An Ordinance Adopting the Revisions to the City of Spearfish Personnel Policy Manual. D. Parks and Recreation 1) Approve the naming of the new section of rec path as “The Sawmill Community Path”. Clark questioned why FMG Engineering was included on the signage. E. Public Works 1) Approve Change Order #4 for the Sandstone Hills Street Repair & Sewer Upsize Project with an increase of $137,005.00. 2) Approve Change Order #1 and Change Order #2 for the 2022 Annual Pavement Maintenance Project with an increase of $12,878.18 and revise the final completion date to October 18, 2022. F. FYI - Mayor & Council 1) Proclaim October 3, 2022, as World Habitat Day. 2) Proclaim October 15, 2022, as White Cane Safety Day. Public Comment – A time for public comment was opened at 4:24 p.m. and closed with no comments being received. City Planner Marlo Kapsa was introduced and welcomed to the City of Spearfish. Director Ehnes noted progress at the Sky Ridge Sports Complex has been significant over the past few weeks and thanked Assistant Public Works Director McMahon for his continued efforts to keep the project moving forward. No additional discussions were held and the meeting was adjourned at 4:27 p.m.
