City Council Study Session Minutes
November 16, 2022, 4:15 p.m.
The City Council Study Session was called to order by Mayor Senden at 4:15 p.m. in the Council
Chambers of City Hall on Wednesday, November 16, 2022. The following c o u n c i l members
were present: Clark, Hodgs, Hourigan, Jacobs, Klarenbeek, and Rath. Absent: None. City staff
present were: City Administrator McFarland, City Attorney McDonald, Finance Officer DeNeui,
Public Safety Director Rotert, Public Works Director Broyles, City Planner Kapsa, Parks and
Recreation Director Ehnes, City Engineer Mathis, Assistant Public Works Director McMahon,
Assistant City Engineer Spindler, and Administrative Assistant Bussiere.
Hodgs moved, Rath seconded, and all voted to approve the agenda as presented.
Items for Council Discussion:
Street Lighting – Discussion was held on street lighting design standards and construction
specifications to include pole types, maintenance and ownership responsibilities, height and spacing
of lights, dark sky compliance, having no street lighting, and option for solar lights. Council
recommended few options for pole types for simplicity and continuity within the City and if
developers desire more decorative lighting, the homeowners’ associations will be the owner of the
poles and lights. Recommendations will be included in the final Standards and Specifications Manual.
Standards and Specifications Manual Section 800 – A review of Section 800 – Development
Approval Process and Requirements for the Standards and Specifications Manual was held. This
section documents the various design requirements for new development projects. The section
provides guidance for property development from the initial stages of zoning approvals through final
site development and includes detailed descriptions of process, approvals required, and submittal
requirements.
Residential Solid Waste – Three options were presented for residential solid waste collection and
fees to begin January 1, 2023. Following discussion the council recommended one standard rate for
residential customers with the option on the size of the container, 65-gallon or 95-gallon, and a
discount for second or third containers for residential customers. The fees will be included in
Resolution 2022-34 for final adoption.
Items for City Council Meeting:
The following items will appear on the Council agenda for consideration. No comments were
received and the items will be reviewed during the council session:
A. Engineering
1) Approve AE2S Engineering’s amendment proposal for engineering services for the
Spearfish Creek Floodplain Study LOMR, at a cost of $12,000.
B. Finance
1) Approve Resolution 2022-34 – A Resolution to Set Fees Charged by the City.
C. Parks and Recreation
1) Approve Resolution 2022-35 – A Resolution to Set Fees Charged by the City.
A. Planning & Zoning
1) Approve the first reading of Ordinance 1376 – An Ordinance Amending the
Development Review District (DRD) Final Plan to Allow Revised Setbacks Along
Bluestem Boulevard.
Public Comment – A time for public comment was opened at 5:04 p.m. Comments were received
from Bill Coburn and Les Heiserman regarding the goats in Spearfish Canyon.
No additional discussions were held. Hodgs moved, Hourigan seconded and all voted to adjourn at
5:13 p.m.
