City Council Study Session Minutes
February 1, 2023, 4:15 p.m.
The City Council Study Session was called to order by Mayor Senden at 4:15 p.m. in the Council
Chambers of City Hall on Wednesday, February 1, 2023. The following c o u n c i l members were
present: Clark, Hourigan, Jacobs, Klarenbeek, and Rath. Absent: Hodgs. City staff present were: City
Administrator McFarland, City Attorney McDonald, Finance Officer DeNeui, Public Safety Director
Rotert, Public Works Director Broyles, City Planner Kapsa, Parks and Recreation Director Ehnes,
City Engineer Mathis, Assistant City Planner Bergstrom, Assistant Public Works Director McMahon,
Water and Wastewater Superintendent Burtzlaff, and Water and Wastewater Operator Woodroof.
Hourigan moved, Jacobs seconded, and all voted to approve the agenda as presented.
Items for Council Discussion:
Western Dakota Regional Water System – Cheryl Chapman, PhD, PE, presented information on the
creation and progress of the Western Dakota Regional Water System (WDRWS). WDRWS is a non-
profit formed to explore the opportunity to bring a new water source to western South Dakota.
Public Works Director Broyles has been appointed to the board of directors to continue Spearfish’s
involvement and future membership in WDRWS for an additional water source for Spearfish.
Comprehensive Plan/Strategic Plan Update – City Administrator McFarland and City Planner Kapsa
presented the need to update the Comprehensive Plan and the Strategic Plan. The 2023 budget
includes a $30,000 allocation for updating the Strategic Plan but after reviewing the Comprehensive
Plan, staff is recommending an update to the Comprehensive Plan first. Discussion was held and
formal action will be considered during the February 6, 2023 City Council Regular Session.
City Council Agenda:
Draft Agenda – The draft agenda for the February 6, 2023 City Council Regular Session was
previewed and no questions were asked on the proposed items.
A time for public comment was opened at 5:15 p.m. and closed with no comments being received.
McLaughlin Sawmill Land – City Administrator McFarland noted the McLaughlin Sawmill property
owned by the City is under evaluation to be sold. The property includes multiple leased structures
and soil issues needing mitigation prior to selling. Further information on the property will be
presented at a later date.
No additional discussions were held, and the meeting was adjourned at 5:20 p.m.
