City of Spearfish City Council Study Session Minutes March 29, 2023, 4:15 p.m. The City Council Study Session was called to order by Council Vice-President Jacobs at 4:15 p.m. in the Council Chambers of City Hall on Wednesday, March 29, 2023. The following c o u n c i l members were present: Clark, Hourigan, Klarenbeek, and Rath. Absent: Hodgs. Mayor Senden joined via Zoom but did not chair the meeting. City staff present were: City Administrator McFarland, City Attorney McDonald, Finance Officer DeNeui, Public Safety Director Rotert, Public Works Director Broyles, City Planner Kapsa, Parks and Recreation Director Ehnes, and City Engineer Mathis. Rath moved, Hourigan seconded, and all voted to approve the agenda as presented. Items from Visitors: Hockey – Northern Hills Amateur Hockey Association members Gregg Fullerton, Brandy Purcell Hartman, Dennis Servaty, Blake Dunfee, and Mark Kazmer discussed the mission of the program and the need for six to eight acres of flat land. The non-profit organization noted they have everything they need to set up a program for next year (fall 2023) and are just needing a location. Items for Council Discussion: Sky Ridge SportsPlex Update – Parks and Recreation Director Ehnes provided an update on the progress of the SportsPlex at Sky Ridge. Phase 1 of the construction is scheduled to be completed by Mid-America this summer to early fall with playing surfaces not ready until fall 2024 at the earliest. Phase 2 of the construction is slated to begin this spring and includes a picnic shelter, small restroom building, shade structures, and all wayfinding. This portion of the project is being done by Ainsworth-Benning Construction and slated to be completed by fall of 2023. A playground has been ordered and will be installed at the facility in May of 2023 but won’t be open until the construction at the complex is completed. The work on the irrigation and municipal use well will continue with regular municipal water being used for the irrigation until the well is completed. The final project of the complex is the maintenance building. The construction was just completed by S&S Construction with final electrical connections to be done once the transformer is set. Staff will begin taking care of the complex in the summer of 2023 if the project is completed. The priorities will be to establish the turf, troubleshoot all issues, and purchase and install finishings such as picnic tables, trash cans, etc. Future discussions will be held on how to operate the complex with sports organizations by using memorandum of understandings, pay-to-play system, or a combination to fund the annual operations. The goal is to open and operate in 2024 and host the state adult softball tournament in 2025. Standards and Specifications – City Engineer Mathis reviewed the engineering staff recommendations to the design standards and specifications that pertain to septic for sewer treatment and development above existing City water system service limits. Discussion was held on the topics and no recommended changes were proposed. The final design standards and specifications will be reviewed and approved by council at a later date. City Council Agenda: Draft Agenda – The draft agenda for the April 3, 2023 City Council Regular Session was previewed and no questions were asked on the proposed items. Public comment period was opened at 5:13 p.m. and closed with no comments being received. No additional discussions were held and the meeting was adjourned at 5:18 p.m.
