City Council Study Session

City of Spearfish City Council Study Session Minutes April 12, 2023, 4:15 p.m. The City Council Study Session was called to order by Mayor Senden at 4:15 p.m. in the Council Chambers of City Hall on Wednesday, April 12, 2023. The following c o u n c i l members were present: Clark, Hodgs, Hourigan, Jacobs, Klarenbeek, and Rath. Absent: none. City staff present were: City Administrator McFarland, City Attorney McDonald, Finance Officer DeNeui via Zoom, Accounting Specialist Faulkner, Public Works Director Broyles, and City Planner Kapsa. Clark moved, Hourigan seconded, and all voted to approve the agenda as presented. Items for Council Discussion: Three-mile Extraterritorial Platting Jurisdiction Ordinance Update – City Planner Kapsa reviewed the proposed ordinance revisions to the three-mile extraterritorial platting jurisdiction. Kapsa noted she has been working with Lawrence County staff to revise the ordinance to better reflect today’s development and growth needs. The final version of the ordinance will be presented at a later date. City Council Agenda: Draft Agenda – The draft agenda for the April 17, 2023, City Council Regular Session was previewed and no questions were asked on the proposed items. Two additional items were mentioned by Public Works Director Broyles and Finance Officer DeNeui. The public comment period was opened at 5:04 p.m. and closed with no comments being received. No additional discussions were held and with a motion from Hourigan, seconded from Jacobs, the meeting was adjourned at 5:05 p.m.
