City Council Study Session Minutes
June 28, 2023, 4:15 p.m.
The City Council Study Session was called to order by Mayor Senden at 4:15 p.m. in the Council
Chambers of City Hall on Wednesday, June 28, 2023. The following c o u n c i l members were
present: Clark, Hourigan, Klarenbeek, and Rath. Absent: Hodgs and Jacobs. City staff present were:
City Administrator McFarland, City Attorney McDonald, Finance Officer DeNeui, Assistant Police
Chief Dean, Public Works Director Broyles, City Planner Kapsa, Parks and Recreation Director
Ehnes, Assistant Public Works Director McMahon and Code Enforcement Officer Addison.
Clark moved, Rath seconded, and all voted to approve the agenda as presented.
Items for Council Discussion:
Flooding Update – City Administrator McFarland reviewed the damages to City properties from the
flooding on Woodlands Loop and sewer backups into residential homes. Mayor Senden noted his
coordination efforts to arrange for cash donation collections and using the 211 helpline to volunteer
to assist with residential cleanups. Richard Smith, American Red Cross, reviewed the assistance
provided to the victims of the house fire and to the residents from flooding. An emergency shelter is
in place at the Spearfish High School and will remain until no services are needed. The shelter
provides food, clothing, mental health, and disaster assistance for anyone entering their shelter and
has accommodations for overnight stays, if needed. Public Works Director Broyles also noted that
several areas of storm drainage damage have yet to be evaluated.
Safe Streets for All Grant – City Planner Kapsa noted a grant opportunity has been found that may
assist with the widening and traffic signalization for Colorado Boulevard from the Safe Streets for All
Grant. The grant requires twenty percent funding by the City and would be done with planning in
2024 and implementation in 2025 or 2026 if successful.
Energy Efficiency and Conservation Block Grant – Finance Officer DeNeui reviewed a grant
program that could provide $75, 440 be utilized to make energy efficiency upgrades to existing City
facilities or other energy conservation efforts.
City Council Agenda:
Draft Agenda – The draft agenda for the July 3, 2023, City Council Regular Session was previewed.
The public comment period was opened at 4:50 p.m. and comments were received from resident Joe
Jorgensen concerning areas along Spearfish Creek. No further comments were received and the time
for public comment was closed.
No additional discussions were held and with a motion from Klarenbeek, seconded from Rath, the
meeting was adjourned at 4:52 p.m.
