City Council Study Session Minutes
December 27, 2023, 4:15 p.m.
The City Council Study Session was called to order by Mayor Senden at 4:15 p.m. in the Council
Chambers of City Hall on Wednesday, December 27, 2023. The following c o u n c i l members
were present: Clark, Hodgs, Hourigan, Jacobs, Klarenbeek, and Rath. Absent: None. City staff
present were: Public Safety Director Rotert, Finance Officer DeNeui, Public Works Director Broyles,
Parks and Recreation Director Ehnes, City Engineer Mathis, and Assistant Public Works Director
McMahon.
Clark moved, Jacobs seconded, and all voted to approve the agenda as presented.
Items for Council Discussion:
Building and Development Office Update – Mayor Senden noted the scheduled update from Building
Official Jones will be presented at the next study session meeting. Senden noted that the building and
development office held a training session for the new online software platform for contractor license
and building permits that was very well attended. The new software will increase efficiency for staff
and contractors. The building inspectors will be working on obtaining additional training and
certifications with the building official focusing on plan reviews and doing commercial construction
inspections. Council member Clark noted that he also attended the training session for the new
online software platform and had very positive feedback from contractors regarding the inspectors
and how well they work with contractors. Council member Rath noted she also attended the training
session and we are on the right track to make improvements but there will be a learning curve for all
those that will use the new platform.
City Council Agenda:
Draft Agenda – The draft agenda for January 2, 2024, City Council Regular Session was previewed.
The public comment period was opened at 4:25 p.m. and resident Joe Jorgensen commented that if
sections of the International Building Code are not suitable for Spearfish construction, the council
has the ability to make changes when the code is adopted. No further comments were received and
the time for public comment was closed at 4:28 p.m.
No additional discussions were held and with a motion from Clark, and second from Hodgs, the
meeting was adjourned at 4:28 p.m.
