City Council Study Session

City of Spearfish City Council Study Session Minutes October 2, 2024, 4:15 p.m. The City Council Study Session was called to order by Mayor Senden at 4:16 p.m. in the Council Chambers of City Hall on Wednesday, October 2, 2024. The following c o u n c i l members were present: Hafner, Hourigan, Jacobs, Klarenbeek, and Rath. Absent: Clark. City staff present were: Finance Officer DeNeui, Public Works Director McMahon, Parks and Recreation Director Ehnes, Planning Director Koelbel, Assistant Planning Director Ecker, Public Safety Director Rotert. Jacobs moved, Hourigan seconded, and all voted to approve the agenda. Items for Discussion Comprehensive Plan Draft Presentation - Gabby Voeller and Noelle Gignoux, representatives from the contracted consultant SE Group, presented a draft of the Comprehensive Plan. The consultants reviewed the layout of the document and provided an overview of the five Opportunity Areas: Housing and Economy, Infrastructure and Hazards, Transportation and Recreation, Natural Resources, and Community and Culture. Within each of the Opportunity Areas, the document further defines several goals and then lists many action items that support the goal. The document also contains information and maps on the Future Land Use within the legal boundaries of Spearfish and the one- and three-mile extraterritorial jurisdiction areas. The consultants noted this section was developed in cooperation with Lawrence County staff and officials. Lawrence County Planner Vogt noted that work is needed yet to bring the City’s and County’s Future Land Use maps more into alignment. Discussion was held on the process of implementation of the plan. Council member Klarenbeek requested more time to review the draft and accept public comments. Initially, the goal was to present the final draft for acceptance by the Council in November. Comments from residents Alec Lapov and Joe Jorgensen were received regarding the plan as well. City Planner Koelbel will continue to work with the consultants to finalize the document for future Council consideration. Deadline for comments is October 11, 2024. FYI. Mead and Hunt, Inc., has submitted the Grant Pre-Application documents based on our funding plan for the Airport Terminal – Public Works Director McMahon updated City Council on the status of pursuing funding for the Airport Terminal. Draft Agenda The draft agenda for the October 7, 2024, City Council Regular Session was reviewed. A time for public comment was opened at 5:26 p.m. and closed with no comments being received. Assistant Planner Ecker noted the results of the Short-term Rental survey are available on the City’s website for review. Public Safety Director Rotert noted that traffic will be detoured or closed off on Jackson Blvd. Friday, October 4, 2024, mid-morning, for a few hours, between N. 3rd St. and N. Ames St., near the roundabout, for reconstruction work on the investigation into the vehicular accident that occurred on Tuesday, October 1, 2024. No additional discussions were held, Hourigan moved, Hafner seconded, and the meeting adjourned at 5:28 p.m.
