City Council Study Session Minutes
October 30, 2024, 4:15 p.m.
The City Council Study Session was called to order by Mayor Senden at 4:16 p.m. in the Council
Chambers of City Hall on Wednesday, October 30, 2024. The following c o u n c i l members were
present: Clark, Hafner, Jacobs, Klarenbeek, and Rath. Absent: Hourigan. City staff present were: City
Administrator Falcon, City Attorney Knox, Finance Director De Neui, Parks and Recreation Director
Ehnes, Planning Director Koelbel, Assistant Planning Director Ecker, Public Safety Director Rotert,
and Public Works Director McMahon.
Jacobs moved, Rath seconded, and all voted to approve the agenda.
Draft Agenda - Staff reviewed each item on the draft November 4, 2024 City Council Regular Session
agenda and responded to questions from council.
Items for Discussion
Draft Comprehensive Plan – Mayor Senden gathered feedback from Council Members and staff
regarding suggested revisions to the draft Comprehensive Plan. Comments from the public, Joe
Jorgensen and Jeremy Smith, were also received. Following discussions, City Administrator Falcon
will meet with a couple council members a t a time to get specific revisions. Then those revisions will
be sent to Planning staff and the consultant to update the plan. A new draft will then be available for
review and additional comments. Mayor Senden an many others noted the importance of having a
well-planned and useful document for future use.
A time for public comment was opened at 5:20 p.m. Jeremy Smith questioned how the community
gets feedback on the progress of the Comp Plan changes. Mayor Senden responded that with a new
revision there would be time for input from the community. Smith provided additional comments on
the draft Compressive Plan. No other comments were received and the time for public comment was
closed.
Departmental Discussion
Public Works Director McMahon noted they held the groundbreaking ceremony for the new Airport
Terminal this afternoon, with construction to start the middle of November.
Planning Director Koelbel stated that work has been progressing with Lawrence County Staff to
update the joint powers agreement and the extraterritorial jurisdiction ordinances. More information
will be coming to a future Study Session.
No additional discussion were held and with a motion from Klarenbeek and a second from Jacobs,
the meeting adjourned at 5:26 p.m.
