City of Spearfish Combined Public Works and Legal, Finance, and Public Safety Committee Minutes October 2, 2019 The combined Public Works and Legal, Finance and Public Safety Committee met in the Council Chambers of the C i t y H a l l at 4:15 p.m. on Wednesday, October 2, 2019 with the following committee members present: Eisenbraun, Jacobs, Hodgs and Klarenbeek. Absent: Clark. Also present were: City Administrator Harmon, City Planner Watson, City Attorney McDonald, Human Resource Director Mathis, Public Safety Director Rotert, Public Works Director Lee, Finance Officer DeNeui, City Engineer Mathis, Fire Chief Deaver, Assistant Fire Chief Mathis, Wastewater Treatment Facility Superintendent Evridge, and Parks, Recreation and Forestry Superintendent McDonald. Engineering SD DOT Funding Agreement – Committee forwarded with no recommendation the approval of a funding agreement with the State of South Dakota Department of Transportation for the Bridge Improvement Grant in the amount of $40,669.61 for replacement or repairs to bridges indicated in the agreement and to authorize Mayor Boke to sign all necessary documents relating to the grant. Finance Financial Assistance Agreement – Committee forwarded to consent agenda with no recommendation the approval of a Financial Assistance Agreement with the State of South Dakota Department of Transportation for Phase 2 of the 2019 Airport Improvement Project and to authorize Mayor Boke to sign all necessary documents related to the grant. Tax Abatement – Committee forwarded to consent agenda with no recommendation to abate 2019 taxes payable in 2020 for a mobile home that was removed in 2018, value of abatement is $62,660. Budgeted Transfers – Committee forwarded with no recommendation the approval of $1,049,823 in budgeted transfers as indicated in the meeting packet. FYI – Mayor Boke proclaimed October 2019 as National Disability Employment Awareness Month via proclamation read on October 2, 2019 at the Northern Hills Training Center. FYI – Under Items from Visitors during Monday’s council meeting Mayor Boke will proclaim October 2019 as Domestic Violence Awareness Month in Spearfish. FYI – Under Items from Visitors during Monday’s council meeting Mayor Boke will proclaim October 7, 2019 as World Habitat Day. Human Resources Hire – Committee forwarded to consent agenda with no recommendation the hiring of Joshua Auch as (benefit-eligible) street technician, grade 12, step 7, $18.48 per hour, effective 9/30/2019. Replacement position. Hire – Committee forwarded to consent agenda with no recommendation the hiring of Brooke Wobschall as (not benefit-eligible) library page (federal work-study – 70% funded), grade 1, step 1, $9.53 per hour, effective 10/1/2019. Replacement position. Hire – Committee forwarded to consent agenda with no recommendation the hiring of Nancy McGinnis as temporary seasonal snow plow operator, $16.00 per hour, effective 11/12/2019. Volunteers – Committee forwarded to consent agenda adding Miranda Cedillo and Charles Fetter to the Fire Department Volunteer List for worker’s compensation purposes. Parks and Recreation Emerald Ash Borer Action Plan – Committee forwarded with no recommendation approval of the final version of the Emerald Ash Borer Action Plan. Planning and Zoning Preliminary Plat – Committee forwarded with no recommendation approval of a preliminary plat for Lots 1, 2, 3, and 4 of Lots 4A and 4B of Gov’t Lot 1, Section 4 T6N R2E BHM, Lawrence County, South Dakota, located at 369-371 Evans Lane. Storm Sewer Easement – Committee forwarded with no recommendation approval of a storm sewer easement on Tract A at the Reserve. Dedication and Acceptance Agreement – Committee forwarded with no recommendation approval of the dedication and acceptance agreement for phase 5 infrastructure on Pintlar Avenue at the Reserve. Joint Powers Agreement – Committee forwarded with no recommendation renewal of the Joint Powers Agreement with Lawrence County. Public Safety FYI – Under Items from Visitors during Monday’s council meeting a thank you will be presented from Tamra Trijillo to Fire Fighter Ashworth. FYI – Under Items from Visitors during Monday’s council meeting there will be a badge pinning ceremony for Police Chief Jacobs. School Resource Officer Memorandum – Committee forwarded with no recommendation the approval of the updated School Resource Officer Memorandum of Understanding between the City of Spearfish and Spearfish School District. Joint Powers Agreement – Committee forwarded with no recommendation the approval of the Joint Powers Agreement between the Spearfish Police Department and South Dakota Attorney General’s Office to provide for a more coordinated drug enforcement effort between state and local agencies. SAFER Grant – Committee forwarded with no recommendation the acceptance of the Staffing for Adequate Fire and Emergency Response (SAFER) Grant from the US Department of Homeland Security for up to $427,180 in federal funding over 4 years and to authorize Mayor Boke, Finance Officer DeNeui, and Fire Chief Deaver to sign any documents necessary for the grant acceptance and administration. Position Description – Committee forwarded with no recommendation approval of the position description for recruitment, retention, and training officer and authorization to begin the recruitment process. Public Works Seasonal Employee – Committee forwarded with no recommendation authorization of City staff to hire a non-budgeted seasonal employee. Set Bid Opening – Committee forwarded with no recommendation to set bid opening for the WWTP Influent Flow Equalization Basin Project for November 20, 2019 at 1:30 p.m. in the Council Chambers. Proposal – Committee forwarded with no recommendation to accept the proposal from and approval of the contract with GTI for snow hauling. Public Comment – Public comment section was opened at 4:40 p.m. and closed with no comments. There being no further discussion before the committee, the meeting was adjourned at 4:41 p.m.
