City of Spearfish Legal, Finance, and Public Safety Committee Minutes October 30, 2019 The Legal, Finance and Public Safety Committee met in the Council Chambers of C i t y H a l l at 4:15 p.m. on Wednesday, October 30, 2019 with the following committee members present: Jacobs and Klarenbeek. Ab sent: Hodgs. Also present were: City Administrator Harmon, Parks and Recreation Director Ehnes, City Attorney McDonald, Human Resource Director Mathis, Public Safety Director Rotert, Finance Officer DeNeui and Police Chief Jacobs. City Administration Housing Proposals – Committee forwarded with no recommendation the authorization for city staff to request proposals (RFP) for an affordable or workforce housing development. City Administrator Harmon noted the proposal was created in collaboration with the private industry and would seek development plans to address the lack of affordable housing options within the city. A full review of the proposal will be presented to the full council. Finance Special License – Committee recommended to the consent agenda the approval of a special malt beverage license for Spearfish Brewing Co. for the Grooming Alliance Fundraiser on November 23, 2019 from 5:00 p.m. to 11:00 p.m. at the Pavilion. License Transfer – Committee recommended to full council to hold a public hearing to consider the application from Teresa Krier to transfer a package off-sale liquor license from Barry Bibler with Party Time Liquor located at 731 12th Street. The approval of the application will follow the public hearing during the council meeting. License Transfer – Committee recommended to full council to hold a public hearing to consider the application from Teresa Krier to transfer a package off-sale liquor license and retail on-off sale malt beverage & SD farm wine license from Barry Bibler with Queen City Liquor located at 210 E. Rushmore Street. The approval of the application will follow the public hearing during the council meeting. Human Resources Hire – Committee forwarded to full council to hire Daniel Van Holland as (benefit-eligible) assistant city planner, grade 19, step 1, $23.74 per hour (2020 scale), effective 12/16/2019, a replacement position. Public Comment – Public comment section was opened at 4:23 p.m. and closed with no comments. There being no further discussion before the committee, the meeting was adjourned at 4:25 p.m.
