City of Spearfish Legal, Finance, and Public Safety Committee Minutes December 11, 2019 The Legal, Finance and Public Safety Committee met in the Council Chambers of C i t y H a l l at 4:15 p.m. on Wednesday, December 11, 2019 with the following committee members present: Eisenbraun, Jacobs and Klarenbeek. Absent: None. Also present were: City Administrator Harmon, City Planner Watson, City Attorney McDonald, Human Resource Director Mathis, Public Safety Director Rotert, Finance Officer DeNeui, Police Chief Jacobs and Fire Chief Deaver. City Administration Agreement – Committee recommended to full council to approve professional services agreement with HDR Engineering, Inc., for services related to the potential purchase of the Vieland property. Finance Ordinance 1308 – Committee recommended to full council to approve the first reading of Ordinance 1308 – An Ordinance Amending Chapter 13, Solid Waste. This ordinance will update the code to remove some sections to policy and list that fees are identified in fee schedule. Resolution 2019-26 – Committee recommended to full council to adopt Resolution 2019-26 – A Resolution Correcting the Numerical Designation of Resolution 2019-24 to Resolution 2019-27. The fee resolution passed on 11/18/2019 and the variance passed on 12/2/2019 both had the same resolution number. This resolution will re-number the fee resolution to 2019-27. Resolution 2019-25 – Committee recommended to full council to adopt Resolution 2019-25 – A Resolution to Set Fees Charged by the City. This resolution will adjust three solid waste fees that were missed when fees were passed at the 11/18/2019 meeting. License – Committee recommended to full council to hold a public hearing to consider an application from Sajan Baniya with Himalayan Indian Cuisine for an on-off sale malt beverage license located at 6764 Colorado Loop, Ste. #2. Consideration of the application will follow the public hearing. Proclamation – Mayor Boke will proclaim Sunday, December 15, 2019 as TUBACHRISTMAS Day in Spearfish, during the TUBACHRISTMAS concert at 3:00 p.m. on that date at Meier Hall on the BHSU campus. Human Resources 2020 Grade and Step Scale – Committee recommended to full council to approve the 2020 grade and step scale which increased by 2.4% CPI effective 12/15/2019. 2020 Positions and Pay Grades – Committee recommended to full council to approve the 2020 positions and pay grades. 2020 Wages – Committee recommended to full council to approve the 2020 wages, effective 12/15/2019. These will be published in the 1/6/2020 minutes and will be paid with 1/3/2020 payroll. Planning and Zoning Concept Plan – Committee recommended to full council to hold a public hearing to consider the concept plan amendment and final plan with conditions as noted in the staff report at the Vieland property. Consideration of the amendment and plan will follow the public hearing. Public Comment – Public comment section was opened at 4:26 p.m. and closed with no comments. There being no further discussion before the committee, the meeting was adjourned at 4:26 p.m.
