City of Spearfish Combined Public Works and Legal, Finance, and Public Safety Committee Minutes December 30, 2019 The combined Public Works and Legal, Finance and Public Safety Committee met in the Council Chambers of C i t y H a l l at 4:15 p.m. on M o n day, December 30, 2019 with the following committee members present: Eisenbraun, Herrmann, Hodgs, Jacobs and Klarenbeek. Absent: Clark (arrived at 4:37 p.m.). Also present were: City Administrator Harmon, City Planner Watson, Park and Recreation Director Ehnes, City Attorney McDonald, Human Resource Director Mathis, City Engineer Mathis, Public Safety Director Rotert, Finance Officer DeNeui, Public Works Director Lee, Police Chief Jacobs, Assistant Fire Chief Mathis and Assistant City Planner Van Holland. Due to quorum of the City Council present, all items were reviewed by the committee and forwarded to full council with no recommendation. City Administrator Agreement – Approve a professional services agreement with HDR Engineering, Inc., for services related to the potential purchase of the Vieland property. Engineering Change Order – Approve the final under/over change order #1 for the 2019 Scheduled Street Repairs Project with an increase of $11,634.05 and final project cost of $297,540.39. Including approval of the Certificate of Final Completion and Acceptance setting January 6, 2020 as the date the two (2) year warranty begins. Finance Resolution 2020-01 – Adopt Resolution Designating the Official Newspaper for the City of Spearfish for the period of January 1, 2020 to December 31, 2024. Ordinance 1308 – Approve the second reading of Ordinance 1308 – An Ordinance Amending Chapter 13, Solid Waste. Policy – Adopt the Solid Waste Collection Policy which covers residential and commercial solid waste collection for the City. Human Resources Hire – Hire Joshua Thurmes (benefit eligible) assistant finance officer, grade 19, step 11, $28.94 per hour, effective 1/20/2020. FYI – Per SDCL 6-1-10, a complete list of all the salaries for all officers and employees of the City shall be published with the minutes of the first meeting following the beginning of the fiscal year. Wage amounts were previously approved. Planning and Zoning FYI – Board of Adjustment meeting to follow the 1/6/2020 council meeting. Public Safety Grant – Apply for the 2019 FEMA Assistance to Firefighters Grant (AFG), a regional grant for the replacement of self-contained breathing apparatus (SCBA’s) for 8 departments in the local area with SFD being the lead agency on the grant request. Grant – Apply for the 2019 FEMA Assistance to Firefighters Grant (AFG) for the replacement of firefighter personal protective equipment (PPE) that is out dated and to purchase a second set for each entry firefighter per NFPA standards. Grant – Apply for the 2020 South Dakota Homeland Security Grant for the purchase of 8 sets of Level IIIA ballistic armor with side plates and IFAK kits to allow SFD to respond accordingly to active shooter type incidents with the SPD. Grant – Apply for the 2019 FEMA Assistance to Firefighter Grant (AFG) for the replacement of Engine 3 (a 2002 Smeal 1250 GPM pumper) with a 2020 1500 GPM 75′ quint apparatus to assist with the vehicle replacement IAW NFPA 1901 as the new apparatus would fully meet the NFPA standards. Public Comment – Public comment section was opened at 4:40 p.m. and closed with no comments. Parks and Recreation Change Order – Approve the final under/over change order #1 for the 2019 Weed Control Project with an increase of $1,425 (+4.0%) bringing the total cost to $36,635. Including approval of the Certificate of Final Completion and Acceptance setting January 6, 2020 as the date the two (2) year warranty begins. There being no further discussion before the committee, the meeting was adjourned at 4:41 p.m.
