Legal, Finance, and Public Safety Committee Minutes
January 29, 2020
The Legal, Finance and Public Safety Committee met in the Council Chambers of C i t y H a l l at
4:15 p.m. on Wednesday, January 29, 2020 with the following committee members present:
Eisenbraun, Jacobs and Klarenbeek. Absent: none. Also present were: City
Administrator Harmon, City Planner Watson, City Attorney McDonald, Public Safety
Director Rotert, Finance Officer DeNeui, Assistant Finance Officer Thurmes, Police Chief Jacobs,
Assistant Police Chief Dean, Fire Chief Deaver, Assistant Fire Chief Mathis, and Assistant City
Planner Van Holland.
City Administration
FYI – A welcome will be held for BHSU international students during the 2/3/2020 council meeting.
Human Resources
Wage Changes – Committee recommended to full council to authorize the following wage change
due to successful completion of training periods:
1) Scott Deaver, fire chief, grade 23, step 6, $37.03 per hour ($77,022.40 exempt), effective
2/9/2020.
2) Austin Drapeaux, police officer, grade 18, step 2, $23.05 per hour, effective 2/23/20.
3) Chris Woods, police officer, grade 18, step 2, $23.05 per hour, effective 2/23/2020.
Move – Committee recommended to full council to move Samantha Simon to animal
control/parking attendant, grade 11, step 6, $17.66 per hour, effective 3/22/2020.
Hire – Committee recommended to full council to hire Brian Vosburg as police dispatch (benefit
eligible), grade 12, step 1, $16.80 per hour, effective 2/4/2020.
Planning & Zoning
Rules – Committee recommended to full council to approve the revisions to the Rules of the Board
of Adjustment (BOA). A BOA meeting to immediately follow the 2-3-2020 City Council meeting.
Ordinance 1310 – Committee recommended to full council to approve the first reading of Ordinance
1310 and set public hearing for February 18, 2020 to amend Appendix A Zoning Article V.
Supplementary Regulations, Section 6 Sign Regulations. City Planner Watson will review the sign
ordinances changes during the 2/3/2020 council meeting.
Public Safety
Ordinance 1309 – Committee recommended to full council to approve the second reading of
Ordinance 1309 – An Ordinance Amending Chapter 18, Section 18-216 Tap Fees.
Public Comment – Public comment section was opened at 4:23 p.m. Comments were received from
City resident Joe Jorgensen regarding the tap fees recently passed by council. Mr. Jorgensen
requested the committee members to relook at the fees proposed. Public comment section was
closed at 4:27 p.m.
There being no further discussion before the committee, the meeting was adjourned at 4:28 p.m.
