City of Spearfish Legal, Finance, and Public Safety Committee Minutes July 29, 2020 The Legal, Finance and Public Safety Committee met in the Council Chambers of C i t y H a l l at 4:15 p.m. on Wednesday, July 29, 2020 with the following committee members present: Eisenbraun and Jacobs. Absent: Klarenbeek. Also present were: City Administrator Harmon, City Attorney McDonald, Public Safety Director Rotert, Public Works Director Lee, City Planner Watson, Human Resource Director Mathis, and Finance Officer DeNeui. City Administration FYI – The 2021 departmental budget presentations during city council are scheduled as follows:  8/3/2020 – Human Resources, Public Works, Engineering, Public Safety, Library, and Planning & Zoning.  8/17/2020 – City Administration, City Attorney, Finance, and Parks and Recreation. City Attorney Agreement – Committee recommended to full council to hold a public hearing and approve the Tower Lease Agreement with Homeslice Corporation. Finance License – Committee recommended to full council, consent agenda, to approve a special on-sale liquor license for the B & B Lounge for the Hamster Block Party on August 8, 2020 from 7:00 p.m. to 11:00 p.m. on Hamster Hill. License – License request for B & B Lounge for August 21, 2020 was removed by the applicant. License – Committee recommended to full council, consent agenda, to approve a special on-sale liquor license for False Bottom Bar for a wedding on August 15, 2020 from 6:00 p.m. to 12:00 a.m. at the Pavilion. Assessment – Committee recommended to full council to continue the Spearfish Downtown Special Assessment per Resolution 2018-18. Resolution 2020-20 – Committee forwarded to full council with no recommendation the adoption of Resolution 2020-20 – A Resolution Levying an Annual Special Maintenance Fee for Street Surfaces. Human Resources Hire – Committee recommended to full council, consent agenda, to hire Ralph Weatherstone as part- time (not benefit eligible) rubble site operator, grade 7, step 12, $16.32 per hour, effective 8/4/2020. Hire – Committee recommended to full council, consent agenda, to hire Erin Magee part-time (not benefit eligible) library page, grade 1, step 1, $9.76 per hour, effective 8/4/2020. Planning and Zoning Plan – Committee recommended to full council to approve a DRD final plan and preliminary plat for the Sky Ridge Subdivision. (Workforce housing property) Plat – Committee recommended to full council to approve a preliminary plat for Lot 1B, Block 4 of the Heritage Addition. Public Works Purchase – Committee recommended to full council to purchase and install an air purification system for City Hall, at an estimated cost of $30,358 to be reimbursed through Coronavirus Relief Funding. Public Comment – Public comment section was opened and closed with no comments. There being no further discussion before the committee, the meeting was adjourned at 4:29 p.m.
