City of Spearfish Legal, Finance, and Public Safety Committee Minutes December 16, 2020 The Legal, Finance and Public Safety Committee met at 4:15 p.m. via Zoom videoconference system on Wednesday, December 16, 2020 with the following committee members present: Jacobs and Klarenbeek. Absent: None. Also present were: City Administrator Harmon, City Attorney McDonald, City Planner Watson, Police Chief Jacobs, and Finance Officer DeNeui. Finance Ordinance 1338 – Finance Officer DeNeui noted changes are necessary to Ordinance 1338, which will require a new first reading. The revised ordinance will have first reading on 12/21/2020 and second reading on 12/29/2020. Committee recommended to full council approval of the first reading of the revised Ordinance 1338 – An Ordinance Supplementing the 2020 Appropriations Ordinance No. 1302 of the Code of Ordinances, City of Spearfish, South Dakota. Write-off Uncollectible Accounts – Committee recommended to full council to write off $5,040.41 of utility accounts and $619.00 of restricted use site charges deemed uncollectible. License – Committee recommended to full council to hold a public hearing to consider an application from Visit Spearfish for a special malt beverage license for the 605 Black Hills Classic on September 11, 2021 from noon to 10:00 p.m. at the Lion’s Park. Consideration of the license will follow the public hearing. Planning & Zoning Ordinance 1337 – Committee recommended to full council to hold a public hearing and approve the second reading of Ordinance 1337 – An Ordinance Amending Appendix A – Zoning of the Revised Ordinances of the City of Spearfish by Zoning Certain Property. This ordinance will change the zoning from AG to Rural Large Lot Single Family (RLS-1) on HMC Lot D of the Higgins Creek Addition. Set Public Hearing – Committee recommended to full council to set a public hearing for January 19, 2021 for Resolution 2021-01 to vacate a public access easement. Public Safety Resolution 2020-35 – Committee recommended to full council to adopt Resolution 2020-35 – A Resolution to Declare Certain Personal Property Surplus. Public Comment The public comment section was opened at 4:24 p.m. and closed with no comments. There being no further discussion before the committee, the meeting was adjourned at 4:24 p.m.
