City of Spearfish Legal, Finance, and Public Safety Committee Minutes March 10, 2021 The Legal, Finance and Public Safety Committee met at 4:15 p.m. in the Council Chambers of City Hall on Wednesday, March 10, 2021 with the following committee members present: Jacobs, Klarenbeek and Lee. Absent: None. Also present were: City Administrator Harmon, City Attorney McDonald, City Planner Watson, Public Safety Director Rotert, Finance Officer DeNeui, Police Chief Jacobs and Code Enforcement Officer Van Holland. City Administration FYI – Engineering, Finance, Human Resources, Planning & Zoning and Public Safety will present their 2020 Annual Departmental Reports on Monday, March 15, 2021. Finance License – Committee recommended to full council to hold a public hearing to consider an application from Michael Greco with Atomic Pizza Cafe for a retail (on-off sale) malt beverage and a retail (on-off sale) wine license located at 608 N Main Street. Approval of the license will follow the public hearing. License – Committee recommended to full council to hold a public hearing to consider an application from David Stewart with Uncle Louie’s for a retail (on-off sale) malt beverage and a retail (on-off sale) wine license located at 447 N Main Street. Approval of the license will follow the public hearing. Election Board – Committee recommended to full council to appoint the following election board members for the Ward 2 and Spearfish School 40-2 Election on April 13, 2021: Susan Pisani, Precinct Superintendent, Matthew Goodman, Precinct Deputy, Meghan Byrum, Precinct Deputy, and Patricia Calabro, Alternate Precinct Deputy. Resolution 2021-08 – Committee recommended to full council to adopt Resolution 2021-08 – A Resolution Setting the Election Officials Compensation. Purchasing Policy – Committee denied the request to revise the Purchasing Policy to add a “Local Purchase Preference” section. FYI – The Local Board of Equalization will be held on Monday, March 15, 2021 at 5:30 p.m. with the City Council regular session to follow. Planning & Zoning Ordinance 1340 – Committee recommended to full council to approve the first reading of Ordinance 1340 – An Ordinance Amending Appendix A. Zoning, Article V. Supplementary Regulations, Section 3. Minimum Amounts of Off-street Parking Facilities Required, of the Revised Ordinances of the City of Spearfish. Resolution 2021-07 – Committee recommended to full council to adopt Resolution 2021-07 – A Resolution of Annexation to Extend the Boundaries of the City of Spearfish, South Dakota, by Annexing Lands More Specifically Described Herein. (Miller Ranch) Ordinance 1341 – Committee recommended to full council to approve the first reading of Ordinance 1341 – An Ordinance Amending Appendix A – Zoning of the Revised Ordinances of the City of Spearfish by Zoning Certain Property. (Miller Ranch as DRD) Public Safety Ordinance 1342 – Committee recommended to full council to approve the first reading of Ordinance 1342 – An Ordinance Amending Chapter 14 Streets, Sidewalks, and Other Public Places, Article II. Streets and Public Rights-of-way, Division 2. Obstructions and Encroachments of the Revised Ordinances of the City of Spearfish. Public Comment The public comment section was opened at 4:36 p.m. and closed with no comments. No additional discussions were held and the meeting was adjourned at 4:38 p.m.
