City of Spearfish Legal, Finance, and Public Safety Committee Minutes March 31, 2021 The Legal, Finance and Public Safety Committee met at 4:15 p.m. in the Council Chambers of City Hall on Wednesday, March 31, 2021 with the following committee members present: Jacobs, Klarenbeek and Lee. Absent: None. Also present were: City Administrator Harmon, City Attorney McDonald, Human Resource Director Mathis, City Planner Watson, Public Safety Director Rotert, Finance Officer DeNeui, Police Chief Jacobs, Fire Chief Ladson and Code Enforcement Officer Van Holland. Public Comment The public comment section was opened at 4:30 p.m. and closed with no comments. Human Resources Awards – The Years of Service Awards will be presented during the April 5, 2021 City Council Regular Session to the following employees: 5 Years – Shawn Fox, Greg King, Ed Richards, Collin Smith, Justin Woodroof 10 Years – Dustin Bush, Aaron Jurgensen, Dawn Lolley 15 Years – Gary Lillehaug, Tonya Vig, Lee Alberts 25 Years – Eric Bowers, Boyd Dean Planning & Zoning Ordinance 1340 – Committee recommended to full council to hold a public hearing and approve the second reading of Ordinance 1340 – An Ordinance Amending Appendix A. Zoning, Article V. Supplementary Regulations, Section 3. Minimum Amounts of Off-Street Parking Facilities Required, of the Revised Ordinances of the City of Spearfish. Ordinance 1341 – Committee recommended to full council to approve the first reading and set a public hearing for Monday, April 19, 2021 for Ordinance 1341 – An Ordinance Amending Appendix A – Zoning of the Revised Ordinances of the City of Spearfish by Zoning Certain Property. (Miller Ranch as DRD) Lease – Following discussions, committee forwarded the lease terms proposed by Riverfront Broadcasting/Clearview Tower for the tower on Lookout Mountain for full council consideration. If the lease terms are approved by full council, Clearview Tower must apply for a conditional use permit. Public Safety Ordinance 1342 – Committee recommended to full council to approve the second reading of Ordinance 1342 – An Ordinance Amending Chapter 14 Streets, Sidewalks, and Other Public Places, Article II. Streets and Public Rights-of-way, Division 2. Obstructions and Encroachments of the Revised Ordinances of the City of Spearfish. Ordinance 1343 – Committee recommended to full council to approve the first reading of Ordinance 1343 – An Ordinance Amending Chapter 9 Vegetation, Article II. Trees, Division 3. Planting and Maintenance, Section 19-72. Trees on Private Property and Adding Sections 19-77 Wilt Disease and Invasive Species Information and Advisory Guide, 19-78 Hazardous Tree Emergency Declaration and 19-79 Additional Power of Administrative Staff of the Revised Ordinance of the City of Spearfish. FYI – Spearfish Police Department to present Life Saver awards to Officer Austin Drapeaux and Officer Jacob Westover during the April 5, 2021 City Council Regular Session. Position – Committee recommended to full council to approve the position description and authorize the recruitment process for full-time Wildland Engine Boss/Firefighter. Fire Chief Ladson gave an update on the fires near Rapid City and Mount Rushmore. Currently two engines from the Spearfish Fire Department are assisting with the fires. No additional discussions were held and the meeting was adjourned at 4:46 p.m.
