City of Spearfish Legal, Finance, and Public Safety Committee Minutes April 28, 2021 The Legal, Finance and Public Safety Committee met at 4:15 p.m. in the Council Chambers of City Hall on Wednesday, April 28, 2021 with the following committee members present: Jacobs and Klarenbeek. Absent: Lee. Also present were: City Administrator Harmon, City Attorney McDonald, Human Resource Director Mathis, City Planner Watson, Public Safety Director Rotert, Finance Officer DeNeui, and Code Enforcement Officer Van Holland. Public Comment The public comment section was opened at 4:15 p.m. and closed with no comments. Finance Financials – Committee recommended to full council to approve the preliminary 2020 financial statements. The statements will be included in the full council packet. License – Committee recommended to full council, consent agenda, to approve a special on-sale liquor license for the Stadium Sports Grill for a wedding on May 23, 2021 from 5:00 p.m. to 8:00 p.m. at the Joy Center. License – Committee recommended to full council, consent agenda, to approve a special on-sale liquor license for the Holiday Inn for a wedding on June 18, 2021 from 4:00 p.m. to 12:00 a.m. at the Pavilion. Agreement – Committee recommended to full council, consent agenda, to approve the agreement with Ketel Thorstenson, LLP for 2020 audit services. FYI – Newly elected officials to take oath of office on Monday, May 3, 2021. FYI – Items from Visitors – Mayor Boke to Proclaim May 9-15, 2021 as National Economic Development Week. Human Resources Hire – Committee recommended to full council, consent agenda, to hire Cassandra Pitman as (benefit-eligible) accounts payable technician, grade 12, step 1, $19.19 per hour, effective 5/24/2021. Planning and Zoning Preliminary Plat – Committee recommended to full council to approve the preliminary plat for Cedar Berry Canyon Estates. No additional discussions were held and the meeting was adjourned at 4:28 p.m.
