CITY OF SPEARFISH 625 Fifth Street, Spearfish S.D. 57783 Telephone: (605) 642-1333 Parks, Recreation, & Forestry Advisory Board – Minutes Thursday, April 28, 2016 I City Hall – Council Chambers I 7:00 am In attendance: Keith, Randy, Pam, Barb, Jesse, Karen, Charlie, Chris, Dave, Jordan Election of Vice Chair to replace Ron Chris nominates Charlie for Vice Chair. Randy seconds. Passed. Trail System Master Plan Review a. Determine Scope: Discussion of current master plan. Note of trail expansion to east. Discussion of growth to west, as well as Exit 14 construction. Expressed needs in west include safety of pedestrians on Hillsview and McGuigian and connectivity to new development in west. b. Determine Schedule: Budgeting Hearing in August. Staff must have plans in place by June/July. Board needs to give recommendations in May/June. Motion: Meet May 5 at 7:00 am City Hall. Jayna Watson, City Planner, & Jason Ward, Developer Discussion of original development plan, redevelopment plans, and revised plan. Revised plan focused on larger lots and putting maintenance of green space in lots. Overall board discussion of open space options, maintenance responsibility, parking, and trail access. Motion to 1) Leave care and maintenance of “pocket parks” to private group(s). 2) Add at least 1 additional access to bike trail on east side of development. 3) Encourage SPRFB involvement earlier in Parks and Trails development process. Dave motioned, Jesse seconded. Carried. Next meeting: Thursday, May 5 at 7:00 am at City Hall. Next Meeting – May 5, 2016 – 7:00 am
