CITY OF SPEARFISH 625 Fifth Street, Spearfish S.D. 57783 Telephone: (605) 642-1333 Parks, Recreation, & Forestry Advisory Board – Minutes Thursday, November 17, 2016 I City Hall – Council Chambers I 7:00 am Randy called meeting to order: 7:00 am APPROVAL OF AGENDA – motion by Dave and 2nd by Jordan; amended with the addition of Lookout Mountain “H” Maintenance Policy; motion carried APPROVAL OF MINUTES – motion by Karen and 2nd by Barb; motion carried Members/Staff Present: Karen, Marty, Barb, Randy, Dave, John, Joshua, Chris, Pam, Jordan, Charlie, (Staff) Keith, Brett, Crissy ITEMS FROM VISITORS (Policy Note: Visitors are limited to 5 minutes of presentation followed by questions)  Caseys Bergstrom use of Meier Property not present for meeting OLD BUSINESS  Code of ethics signature forms: copies from Keith or stop at Rec Center  Joint Council meeting briefing: Randy suggested having more of joint special sessions throughout the year.  Lookout room: Brett suggesting to save money by not opening up the training room, but adding a new room that will be one large space for training and cardio in one and existing training room would be turned into a fitness classroom. The move would allow the kids area to be moved into the existing cardio room away from the adults working out. $380,000 is budgeted for 2017. Board suggested having a few board members to make up a Committee that would assist in the process of the phases of remodel. NEW BUSINESS  Scope of Recreation Path Master Plan and schedule: Keith provided document explaining updated topics for plan. The statement will also include the transportation master plan. Send any additions you would like to add the document to Keith before the next meeting. Marty also recommended making the path information on GIS public. Board needs to make recommendation to have council move on what they want to become public on the GIS. It was suggested to table discussion for next month meeting to create a schedule when we have more information and to finalize at the April meeting.  Waterpark half price membership sales ending different dates for discussion: Brett recommended half price waterpark passes sales currently scheduled for Dec. 1 ending June 1st, on behalf of rec center staff recommends to change the ½ price sale to end May 1st, 2017. Options end May 1st with all paper work due by the 15th, or May 15th and Friday before open of pool to have all paperwork due. This would avoid the opening chaos. Additional marketing efforts would be publicized to warn the public of the changes to the date of sale. Brett asked the board for recommendation. Motion by Karen to move purchase date from Dec 1 to May 1st with paper work due by May 15th , 2nd by Charlie, motion carried. Next Meeting – Dec. 15, 2016 7:00 am Council Chambers CITY OF SPEARFISH 625 Fifth Street, Spearfish S.D. 57783 Telephone: (605) 642-1333  Parks and Rec Reorganization: Parks & Recreation Director announced internally on Wednesday Nov 9th and closed Wednesday November 16th and is now open to the public to apply.  Staff/SPRFAB communication: Brett asked for task description of each position and their connection to the board. Discussion of having a liaison from board (member or council member) to work with the Parks and Rec Center as representatives and possible including someone from the Public Works dept...  Citizen volunteer Process: Keith reported on the Mayor wanting to get more citizens involved on the SPRFA Board. Applications are available at the city administrative office and advertised. If you want to serve again on the board you will need to complete a volunteer application. Board can make recommendations and then board is appointed by the mayor. We need to change our by-laws to accommodate these changes. Motion by Karen to make the revised appointment to the by-laws and 2nd by Barb, motion carried PRFA BOARD ITEMS  Lookout Mountain “H” Maintenance Policy: : Keith provided documentation of the Policy to be submitted to standing committee , council approved for college to go up and maintain, policy needed to help maintain the “H” maintenance. Motion by John to have a standing committee to send to council approval for college to go up and maintain policy needed to help maintain 2nd by Randy, motion carried. FORESTRY ITEMS Joshua reported the mountain pine needle has resided over the last year; looks like we are on the down cycle for now. PARKS & REC NEW ITEMS  Lookout Mountain Committee Tunnel Lighting Project Joint project between both power company’s and leadership spearfish.  Public restroom winter schedule (what is the current policy?)Keith reported Public restrooms all closed starting October 1st except for the South restroom in City Park. Restroom will be open daily at 5 am. There are port a potties available during the winter months at Lyon’s Park Jorgenson Park and the ice rink at the city campground. CONSENT AGENDA /COMMUNITY ACTIVITY FYI ITEMS  5K series starts Nov. 19th (Turkey trot theme)  Family Karate Classes starting new session: Nov. 29- Feb. 23 5:45-7:45 pm (Tues. & Thurs.)  5 on 5 basketball league- Oct. 6-Dec. 8 6-10 pm (Thursdays)  Skate Night- Dec 2nd (ugly sweater theme) 5:30-8:30 pm  Half Price Swim passes sales starts Dec. 1st, 2016 Meeting adjourned 8:13 am Next Meeting – Dec. 15, 2016 7:00 am Council Chambers
