CITY OF SPEARFISH 625 Fifth Street, Spearfish S.D. 57783 Telephone: (605) 642-1333 Parks, Recreation, & Forestry Advisory Board – Minutes Thursday, December 15, 2016 I City Hall – Council Chambers I 7:00 am Randy called meeting to order: 7:02am APPROVAL OF AGENDA: motion by Barb and 2nd by Karen; motion carried APPROVAL OF MINUTES motion by Barb and 2nd by Karen; motion carried Members/Staff Present: Mayor Dana Boke, Marty, Karen, Charlie, Jordan, Randy, Barb, John, Chris, (Staff) Keith, Brett, Tyler, Crissy, Cheryl ITEMS FROM VISITORS (Policy Note: Visitors are limited to 5 minutes of presentation followed by questions)  Top Shelf Development Nick Hoffman- showed revisions plans (adding open space) bike paths, utility track to make a trail system. Green space possible for recreational activities but because of slopes not applicable for a traditional park.  Mayor Dana Boke: Recognized Keith Hepper for his 30+ years of service for our community.  Eric Jones (medical student- CATCH kid’s club program for the Rec Center): diabetes prevention program to pilot in Spearfish and Rapid City. Teach kids healthy eating and activities. Motion by Charlie to support to moving forward to support more of the CATCH program in the Rec center. Motion by Charlie for the Board to support the CATCH program to be implemented at the Rec Center for after school, hourly care, and summer rec. 2nd by Jordan; motion carried.  Rams Football Improvements to Spartan Park: Luke Donovan presented on expanding at the Spartan park for the 4 organizations utilizing the park currently. Would like to add goal posts to make a full size high school football field. Wanting approval to place goal posts and add additional u6 soccer field goals, crow’s nest, new shed and more bleachers. Purchase for upkeep of fields. Jordan moved to add to next agenda for further discussion. OLD BUSINESS  Score of Recreation Path Master Plan Update: Keith reviewed discussion at November meeting. Randy asked to table for next meeting agenda with new appointment of committee members. o Narrative input- The statement will include the Transportation Master Plan. Look at putting path information public on GIS. Looking at what can be done in house. o Schedule: to complete at the March meeting and be approved at the April meeting  Adoption of revised By-Laws: Motioned by Barb to move to next month’s agenda with more comments and to include Eric’s reviewed and condensed the by-laws, 2nd by John; motion carried.  Adoption of revised “H” Policy: motion by Barb and 2nd by John to move approve the “H” policy. Motion carried. Next Meeting – Jan. 19, 2017 7:00 am Council Chambers  CITY OF SPEARFISH 625 Fifth Street, Spearfish S.D. 57783 Telephone: (605) 642-1333 NEW BUSINESS PRFA BOARD ITEMS  State Park update: meetings on master plan are for community input. Keith will email the board members the presentation from the website spearfishcanyon.sd.gov (move to next month agenda)  Parks and Recreation Director update: Interviews are this week for the director position 9 interviewees. New Director will be announced mid to late January. FORESTRY ITEMS PARKS & REC NEW ITEMS  New Members/ Re-Appointments Randy recommended with new board members a bio should be distributed to introduce them publically. Anyone who is being reassigned they will need to sign a new application. All appointments will be determined by Dec 27 & 28 th.  Rec center committee: grant committee, to include some of the construction. Brett will introduce guidelines on what the committee will include and present at the January board meeting (3 board members, 2 at large members from the community) Current members Barb, Karen, Dave. Jordan is also interested. CONSENT AGENDA /COMMUNITY ACTIVITY FYI ITEMS  5K series starts Dec. 17th (Jingle Bell Run) making a decision today if we will have this Sat morning due to predicted weather.  Family Karate Class- Nov.29- Feb.23 5:45-7:45 pm (Tues. & Thurs.)  3 on 3 basketball league- Jan12-March9th 6-10 pm (Thursdays)  Skate Night- Jan. 6th (Hawaiian Night) 5:30-8:30 pm  Half Price Swim passes sales starts Dec. 1st, 2016 thru May 1, 2017 Randy adjourned meeting at: 8: 27 BAT house on the Rec Path, presented by the Boy Scouts along the rec paths. Move to the next month’s agenda. John motioned to Thank Randy for his commitment and leadership to the Advisory Board. Charlie also recognized Karen for her support and development of the Rec Center.
