Parks, Recreation, & Forestry Advisory Board – MINUTES Thursday, March 21, 2019 I City Hall – Council Chambers I 7:30 am ATTENDANCE: Clark, Gefvert, Ehnes, Rauterkus, City Admin Harmon, Chyba, Donat, Neilson, Coburn, Hanson APPROVAL OF AGENDA – Motion by Gefvert; second by Neilson – Motion Carries APPROVAL OF MINUTES – Motion by Neilson; second by Gefvert - Motion Carries ITEMS FROM VISITORS (Policy Note: Visitors are limited to 5 minutes of presentation followed by questions)  Randy Deibert – Jorgensen Park Playground o Other grants have been received increasing the budget with no budget impact from the city. Playground will roughly be twice as big as the playground at Salem Park. Weather permitting community install May 15, 16, 17, 10-20 Volunteers per day for 8 hours. Goal is to open May 30th. They would like to try and save old equipment and sell to other government agency. Updates  Lookout Mountain Grazing Lease o Ehnes revised the grazing lease after talking to the board and previous lessee. Changes include:  3 year lease with option of 2 year extension  60 day lease – June 1 – August 1  50 cow calf pairs and 30 yearlings – slightly higher than previous years  Have written permission to put a water tank up top and give the lessee access to the road to haul water  Added an early out in case of drought  Exit 8 Rec Path Grant Progress o Went to council they approved route 2 with asphalt – We have applied for a $100,000 grant with a match through the Wellmark Foundation o Working on another $100,000 grant with 20% match through RTP o Looking into a Safe Route to School Grant  Pickleball Grant o Should have final design by April 1 o Grant should be awarded beginning – mid June o Construction will hopefully start end of July to avoid Festival in the Park – Completion hopefully Oct 1. o About $20,000 short – Pickleball group will work on doing some Fundraising Next Meeting – April 18, 2019 7:30 am Council Chambers Parks, Recreation, & Forestry Advisory Board – MINUTES Thursday, March 21, 2019 I City Hall – Council Chambers I 7:30 am o Design includes two basketball standards  Park Superintendent Update o Have good candidates - Decision soon for April 1st approval  Director’s expectations for the board both collectively and individually to accomplish PRF goals o Would like to use the board in more long range planning – “Where are we going as a Park and Rec Department” o Highlighted points in our current strategic plan – Chapter 4  How can we promote more sport tournament, outdoor recreation? How can we get more people here?  Rec Trail Master Plan  Facilities  Promote Rec Center to bring more people and memberships to rec center to help offset costs – Programs for NHTC supported  Lookout room renovations  Create new field space  Identify winter time activities – Outdoor/Indoor  Board member’s ideas on how the board can be better utilized o Board should utilize or have more knowledge of what is happening at the Rec Center o Tours – Parks & Rec Center o Neilson felt the task force was good – Quarterly brainstorming meetings Board Items Park & Forestry Rec & Aquatic Center  Pickleball Grant o Only budgeted $500 in account o 1 other group in the process of applying for grant o Tabled to April Meeting  Indoor Play Area o Rec Center has been approached by a family that would like to fund an indoor play area. About 46 long 20 wide and 12 foot tall. Would be a permanent structure located behind the batting cage. o Board recommends we keep gathering information and moving forward with it.  Fitness Equipment Purchase Next Meeting – April 18, 2019 7:30 am Council Chambers Parks, Recreation, & Forestry Advisory Board – MINUTES Thursday, March 21, 2019 I City Hall – Council Chambers I 7:30 am o Would like to replace 1 treadmill and 9 spin bikes; also adding RPM monitors to all spin bikes; will hopefully have a quote by next meeting.  Seasonal Position Update o 1/3 of lifeguards done o ½ Front Desk & Concessions o Done with Rec Assistant Any Further Public Comments: Meeting Adjourned 8:37am Motion by Gefvert Second by Hanson Motion Carries Next Meeting – April 18, 2019 7:30 am Council Chambers
