Spearfish Planning Commission Regular Meeting Minutes Tuesday, November 7, 2017 The Spearfish Planning Commission met in regular session on Tuesday, November 7, 2017 at 3:00 p.m. in the council chambers at Spearfish City Hall. Members present: Toby Bordewyk, Dan Green, Jim Hopewell, Greg Kruskamp, Bob Meyer, Drew Skjoldal, Larry Vavruska and Barbara Zwetzig. Members absent: None. Also present: City Planner Jayna Watson and City Attorney Eric Davis. The meeting was called to order by Chairman Bordewyk at 3:00 p.m. APPROVAL OF MINUTES: Meyer moved to approve the minutes of the Planning Commission meeting of Tuesday, October 17, 2017 as presented. The motion was seconded by Green and passed unanimously. DECLARATION OF CONFLICTS OF INTEREST: Bordewyk asked for any potential conflicts of interest to be identified. None were declared. 1. Final Plan Approval – Miller Creek Pub Applicant: Elkhorn Ridge @ Frawley Ranches, LLC Location: TIF #1 Lots G1, G4, G5, G6 & G7 Club House sits on G, Pump House on G-4 6845 St Onge Road City Planner Jayna Watson presented an overview of the request by Elkhorn Ridge Golf Course for Development Review District (DRD) Final Plan Approval for the proposed construction of a multi-use commercial building located south of the existing clubhouse. The presentation concluded with a review of completed checklists pertaining to Final Plan Submittal Requirements and fulfillment of Approval Criteria. Motion was made by Vavruska, and seconded by Zwetzig, to recommend final plan approval for a multi-use commercial building to be located in DRD zoning at 6845 St. Onge Road, as proposed by the applicant, Elkhorn Ridge @ Frawley Ranches, LLC. Upon vote taken thereon, the motion passed unanimously. 2. Voluntary Annexation/Concurrent Change of Zoning Applicant: Pangburn Enterprises, LLC Location: US Highway 85 @ Bradford Lane City Planner Jayna Watson presented an overview of a request for voluntary annexation and concurrent change of zoning from County Agriculture (A-1) to City Agriculture (AG) for a 9.7 acre parcel located on the east side of US Highway 85 at Bradford Lane. Motion was made by Kruskamp and seconded by Green to set a public hearing for November 21, 2017. Upon vote taken thereon, the motion carried unanimously. CITY COUNCIL UPDATE: Watson presented a brief update on matters before the city council last night. Brief discussion commenced regarding the Jackson Boulevard Reconstruction project slated for 2018. ADJOURNMENT: There being no further business to come before the commission, Bordewyk adjourned the meeting at approximately 3:25 p.m.
