Spearfish Planning Commission Regular Meeting Minutes Tuesday, November 21, 2017 The Spearfish Planning Commission met in regular session on Tuesday, November 21, 2017 at 3:00 p.m. in the council chambers at Spearfish City Hall. Members present: Toby Bordewyk, Dan Green, Jim Hopewell, Bob Meyer, Drew Skjoldal and Barbara Zwetzig. Members absent: Greg Kruskamp and Larry Vavruska. Also present: City Planner Jayna Watson and City Attorney Eric Davis. The meeting was called to order by Chairman Bordewyk at 3:00 p.m. APPROVAL OF MINUTES: Green moved to approve the minutes of the Planning Commission meeting of Tuesday, November 7, 2017 as presented. The motion was seconded by Zwetzig and passed unanimously. DECLARATION OF CONFLICTS OF INTEREST: Bordewyk asked for any potential conflicts of interest to be identified. There were no declarations of any potential conflicts of interest. 1. Voluntary Annexation/Concurrent Change of Zoning from County Agriculture (A-1) to City Agriculture (AG) Applicant: Pangburn Enterprises, LLC Location: US Highway 85 @ Bradford Lane City Planner Jayna Watson spoke briefly of the 2008 annexation of property along the east side of Highway 85 contiguous to the 9.7 acre parcel subject to this request for voluntary annexation and concurrent change of zoning. The applicant recently acquired this parcel and wishes to combine it with land he owns to the east of it which is within city limits. Watson presented a detailed overview of staff analyses pertaining to strategies outlined in the land use section of the city’s Comprehensive Plan. Chairman Bordewyk opened the public hearing at 3:12 p.m. Ms. Randi Smith offered testimony. Bordewyk closed the public hearing at 3:13 p.m. Motion was made by Green, and seconded by Skjoldal, to recommend approval of the request for voluntary annexation and concurrent change of zoning from County Agriculture (A-1) to City Agriculture (AG) as requested by the applicant, Pangburn Enterprises, LLC. Upon vote taken thereon, the motion passed unanimously. CITY COUNCIL UPDATE: Watson presented a brief update on matters before the city council last night. ADJOURNMENT: There being no further business to come before the commission, Bordewyk adjourned the meeting at 3:28 p.m.
