Minutes Tuesday, March 20, 2018
The Spearfish Planning Commission met in regular session on Tuesday, March 20, 2018 at 3:00 p.m. in the council
chambers at Spearfish City Hall. Members present: Toby Bordewyk, Dan Green, Jim Hopewell, Greg Kruskamp,
Bob Meyer, Drew Skjoldal, Larry Vavruska and Barbara Zwetzig. Absent: None. Also present: City Planner
Jayna Watson, City Administrator Mike Harmon, Assistant City Planner Desirae Mayo, and City Attorney Eric
Davis.
Chairman Zwetzig called the meeting to order at 3:00 p.m.
APPROVAL OF MINUTES:
Meyer moved to approve the minutes of the Planning Commission meeting of Tuesday, March 6, 2018 as
presented. The motion was seconded by Vavruska and passed unanimously.
DECLARATION OF CONFLICTS OF INTEREST:
Zwetzig asked for any potential conflicts of interest to be identified. None were declared.
1. Changes to The Revised Ordinances for the City of Spearfish, Appendix A – Zoning, Article IV, District
Regulations, Sections 2, 3 and 4 (R1, R-2 and R-3 zoning districts respectively) – front yard setbacks.
Applicant: City of Spearfish
Location: Residential zoning districts in downtown Spearfish
Following considerable discussion and ongoing analyses of staff assessments of existing residential properties
in various downtown Spearfish locations, motion was made by Skjoldal and seconded by Vavruska to
recommend approval of the proposed zoning ordinance text amendments to Appendix A – Zoning,
Article IV, District Regulations, Sections 2, 3 and 4 (R1, R-2 and R-3 zoning districts respectively) to
allow a front setback minimum of twelve feet (12’) if a lot abuts a one hundred foot (100’) wide public
right of way and provided that a garage door facing the street is a minimum of twenty feet (20’) from
the public sidewalk. Upon roll call vote being taken thereon, the motion carried with Skjoldal, Green
and Vavruska voting AYE; Meyer, Kruskamp and Bordewyk voted NO; Hopewell ABSTAINED; and,
Chairwoman Zwetzig cast a tie breaking vote of AYE. The aforementioned motion passed 4-3.
CITY COUNCIL UPDATE:
Watson commented briefly on matters before the council at the meeting last evening.
ADJOURNMENT:
There being no further business to come before the commission, Zwetzig adjourned the meeting at 4:42 pm.
