Spearfish Planning Commission Regular Meeting Minutes Tuesday, June 5, 2018 The Spearfish Planning Commission met in regular session on Tuesday, June 5, 2018 at 3:00 p.m. in the council chambers at Spearfish City Hall. Members present: Toby Bordewyk, Bob Meyer, Drew Skjoldal, Larry Vavruska and Barbara Zwetzig. Absent: Dan Green, Jim Hopewell, and Greg Kruskamp. Also present: City Planner Jayna Watson, Assistant City Planner Desirae Mayo and City Attorney Eric Davis. Chairman Zwetzig called the meeting to order at 3:00 p.m. APPROVAL OF MINUTES: Vavruska moved to approve the minutes of the Planning Commission meeting of Tuesday, May 15, 2018 as presented. The motion was seconded by Skjoldal and upon vote taken thereon passed unanimously. DECLARATION OF CONFLICTS OF INTEREST: Zwetzig asked for any potential conflicts of interest to be identified. None were declared. 1. Updates to The Revised Ordinances of the City of Spearfish, Appendix A – Zoning, Article II, Definitions and Article IV, District Regulations, Sections 1b, 5, 6, 7, and 7a, pertaining to Permitted and Conditional Use Permits in Agricultural (AG), Central Commercial (C-1), Central Core Commercial (CC), Highway Service Commercial (C2) and Office Commercial (C-3) zoning districts. Applicant: City of Spearfish Location: All commercial zoning districts City Planner Jayna Watson presented a detailed overview of the most recent zoning ordinance text revisions incorporated since the last meeting. There was considerable discussion resulting in additional suggestions for staff consideration and concluding with a motion by Bordewyk to set a public hearing for Tuesday, June 19, 2018 to consider updates to The Revised Ordinances of the City of Spearfish, Appendix A – Zoning, Article II, Definitions and Article IV, District Regulations, Sections 1b, 5, 6, 7, and 7a, pertaining to Permitted and Conditional Use Permits in Agricultural (AG), Central Commercial (C-1), Central Core Commercial (CC), Highway Service Commercial (C2) and Office Commercial (C-3) zoning districts. The motion was seconded by Vavruska and upon vote taken thereon, the motion passed unanimously. 2. A request for a Conditional Use Permit to allow a second dwelling unit on property located in a Single Family Residential (R1) zoning district. Applicant: Arnold & Zana Hartman Location: Lots 30 & 31, Block 6, Golden Belt Addition 702 E Grant Street Motion was made by Skjoldal and seconded by Meyer to set a public hearing for Tuesday, June 19, 2018, to consider a request to allow a second dwelling unit in a Single Family Residential (R1) zoning district on property legally described as Lots 30 & 31, Block 6, Golden Belt Addition, located at 702 E Grant Street. Upon vote taken thereon, the motion passed unanimously. CITY COUNCIL UPDATE: Watson informed the commission of discussions currently underway regarding possible mobile food vending regulations. ADJOURNMENT: There being no further business to come before the commission, Zwetzig adjourned the meeting at 3:49 p.m.
