Spearfish Planning Commission Regular Meeting Minutes Tuesday, November 6, 2018 The Spearfish Planning Commission met in regular session on Tuesday, November 6, 2018 at 3:00 pm in the council chambers at Spearfish City Hall. Members present: Dan Green, Jim Hopewell, Greg Kruskamp, Bob Meyer, Larry Vavruska and Barbara Zwetzig. Members absent: Toby Bordewyk and Drew Skjoldal. Also present: City Planner Jayna Watson, Assistant City Planner Desirae Mayo, and City Attorney Ashley McDonald. Chairman Zwetzig called the meeting to order at 3:00 p.m. APPROVAL OF MINUTES: Motion was made by Kruskamp to approve the minutes of the Planning Commission meeting of Tuesday, October 23, 2018 as presented. The motion was seconded by Vavruska and upon vote taken thereon passed unanimously. DECLARATION OF CONFLICTS OF INTEREST: Zwetzig asked for any potential conflicts of interest to be identified. Meyer and Green disclosed being owners of property located in a Light/Restrictive Industrial (ILR) zoning district. 1. Hold a public hearing to consider proposed changes to the permitted uses and conditionally permitted uses in Light/Restrictive Industrial (ILR) and Heavy Industrial (IH) zoning districts. Applicant: City of Spearfish Location: Industrial zoning districts Assistant City Planner Desirae Mayo presented an overview of the most recent changes to the City of Spearfish zoning ordinance text pertaining to Light/Restrictive Industrial (ILR) and Heavy Industrial (IH) districts based on commentary heard at the previous meeting. No additional suggestions were offered at this time. Chairman Zwetzig opened the public hearing at 3:06 pm. There was no one present to offer testimony and Zwetzig closed the public hearing. Motion was made by Meyer to recommend approval of the proposed updates to The Revised Ordinances of the City of Spearfish, Appendix A – Zoning, Article IV, District Regulations, Sections 8 and 9, primary permitted uses and conditionally permitted uses in Light/Restrictive Industrial (ILR) and Heavy Industrial (IH) zoning districts as presented. The motion was seconded by Vavruska and upon vote taken thereon, the motion passed unanimously. 2. Proposed Updates to the Planning Commission Bylaws Applicant: City of Spearfish Location: N/A City Planner Jayna Watson explained the rationale prompting review of the bylaws pertaining to the Planning Commission and presented an overview of the proposed revisions. Discussion revealed additional minor changes necessary which will be presented at the next meeting. CITY COUNCIL UPDATE: Watson reported briefly on matters heard at the city council meeting last night in addition to a general update on current city projects and those under consideration. PUBLIC COMMENT: Public Comment section opened at approximately 3:25 pm. There were none present to offer public comment and section was closed. ADJOURNMENT: There being no further business to come before the commission, Zwetzig adjourned the meeting at 3:25 pm.
