Spearfish Planning Commission Regular Meeting Minutes Tuesday, November 20, 2018 The Spearfish Planning Commission met in regular session on Tuesday, November 20, 2018 at 3:00 p.m. in the council chambers at Spearfish City Hall. Members present: Toby Bordewyk, Dan Green, Jim Hopewell, Greg Kruskamp, Bob Meyer, Drew Skjoldal, Larry Vavruska and Barbara Zwetzig. Members absent: None. Also present: City Planner Jayna Watson, Assistant City Planner Desirae Mayo, and City Administrator Mike Harmon. Chairman Zwetzig called the meeting to order at 3:00 p.m. APPROVAL OF MINUTES: Motion was made by Kruskamp to approve the minutes of the Planning Commission meeting of Tuesday, November 6, 2018 as presented. The motion was seconded by Vavruska and upon vote taken thereon passed unanimously. DECLARATION OF CONFLICTS OF INTEREST: Zwetzig asked for any potential conflicts of interest to be identified. None were declared at this time. 1a. An amendment to the Development Review District (DRD) Concept Plan to allow multi-family and duplex residential housing units. Applicant: Ward Development Group/Scott Munro Location: Tract A of The Reserve on Higgins Creek between Russell Street and Reserve Street. 1b. Development Review District (DRD) Final Plan Approval for two phases of construction of 8- plex residential apartment units. Applicant: Dailey Construction LLC Location: Lot 40 and 43 of Block 16, Tract A of The Reserve on Higgins Creek at the Southwest Corner of Reserve Street and Allegheny Street. Scott Munro representing Ward Development Group, LLC and Kevin Dailey, owner of Dailey Construction, LLC were in the audience to respond to questions the commission might have regarding the requests for concept plan amendment and final plan approval for the above referenced, separate, multi-family and duplex residential housing construction projects. City Planner Jayna Watson provided an overview of the extensive details in the staff report pertaining to the two proposals. The commission deferred the request to set a public hearing for the request by applicants, Ward Development Group, LLC and Scot Munro, as some felt there was not sufficient information provided at this meeting to understand the project in its entirety. Motion was made by Vavruska to set a public hearing for Tuesday, December 4, 2018 to consider DRD Final Plan approval for two (2) phases of construction of 8-plex residential apartment units on Lots 40 and 43 of Block 16, located at the southwest corner of Reserve Street and Allegheny Street in Tract A of The Reserve on Higgins Creek as proposed by Dailey Construction LLC. The motion was seconded by Kruskamp and upon vote taken thereon, the motion passed unanimously. 2. Proposed Updates to the Planning Commission Bylaws Applicant: City of Spearfish Location: N/A Watson stated the revisions recommended upon review of the Planning Commission Bylaws at the last meeting are incorporated into the document distributed in the meeting packet. Following brief discussion regarding gender-related terminology, motion was made by Vavruska and seconded by Green to approve of the Planning Commission Bylaws as presented. Upon vote taken thereon, the motion passed unanimously. 3. 2019 Meeting Calendar Watson referred to the 2019 meeting calendar and requested the commission take formal action to change the date of the first regular meeting in January due to the New Year holiday. Motion was made by Skjoldal and seconded by Vavruska to change the first meeting date in January 2019 to Wednesday, January 2, 2019. Upon vote taken thereon, the motion passed unanimously. CITY COUNCIL UPDATE: Watson reported briefly on matters heard at the city council meeting last night in addition to a general update on current city projects and those under consideration. PUBLIC COMMENT: Public Comment section opened at approximately 3:35 pm. There were none present to offer public comment and section was closed. ADJOURNMENT: There being no further business to come before the commission, Zwetzig adjourned the meeting at 3:35 p.m.
