CITY OF SPEARFISH PUBLIC WORKS COMMITTEE MINUTES November 14, 2017 The Public Works Committee met at 4:15 PM in the Council Chambers of the Municipal Services Centre on Tuesday November 14, 2017 with the following members present: Clark, Lee and Schmit. Also present were: Mayor Boke, City Administrator Harmon, Finance Officer Dutton, City Planner Watson, City Attorney Davis, City Engineer Mathis, Flood Plain Administrator Vig and Wastewater Treatment Facility Superintendent Evridge. Items from Visitors Proclamation FYI - Mayor Boke will proclaim Sunday, December 3, 2017 as Family and Consumer Sciences Day. Public Works Change Order – Committee recommended approval to Full Council for Final Over/Under Change Order (1) for 2017 Pavement Striping for an increase of $13,580 bringing total project cost to $40,096. City Administrator Harmon stated a second pavement striping was done this fall. AE2S – Dustin Dale from AE2S discussed alternatives for Floodplain re-mapping. Committee forwarded to Full Council a request to consider AE2S proposal between the following alternatives for Phase 022 of Spearfish Creek Floodplain Re-mapping Project. The two alternatives are cost share projects with Lawrence County. • Alternate No. 1, Approval of AE2S proposal for engineering service for the Spearfish Creek Flood Protection Improvements Planning Project. Total Fee between City and Lawrence County is $40,350 and City's share is $20,275. • Alternate No. 2, Approval of AE2S proposal for engineering service for Spearfish Creek FEMA Submittal. Total Fee between City and Lawrence County is $40,300 and City's share is $29,750 plus FEMA application fee $8,250. Finance Fund – Committee recommended approval to Full Council to establish Fund 292-PD Equitable Sharing Fund and to transfer $34,062.32 from 201-Second Penny Sales Tax Fund to the new Fund 292 to account for the accumulation and expenditure of funds received from the Department of Justice Equitable Sharing program. Added FYI – A property tax abatement for a non-profit business will be added to Monday’s Consent Agenda. There being no further discussion before the committee, the meeting was adjourned at 4:34 PM.
