PUBLIC WORKS COMMITTEE
MINUTES March 27, 2018
The Public Works Committee met at 4:15 PM in the Council Chambers of the Municipal
Services Centre on Tuesday March 27, 2018 with the following members present: Schmit,
Hodgs and Clark. Also present were: City Administrator Harmon, Finance Officer Dutton,
City Planner Watson, City Attorney Davis, Public Works Administrator Johnson, Streets
Superintendent Riopel, Human Resources Director Friedel, City Engineer Mathis,
Water/Wastewater Utilities Superintendent Glenn, Wastewater Treatment Facility
Superintendent Evridge, Parks and Recreation Director Mader and Assistant City Planner Mayo.
FYI – Items from Visitors on Monday:
• Mayor Boke will proclaim April 2, 2018, as National Service Recognition Day in
Spearfish.
• Kory Menken, SEDC Executive Director, will present a SERF Business Façade
Rehabilitation loan application.
Human Resources
Seasonal Hires – Committee recommended approval to Full Council, Consent Agenda to hire
the following seasonal employees effective 4/3/2018. There may be additional names for
Monday’s City Council Meeting.
Recreation Center:

Public Works
McLaughlin Property – Committee recommended approval to Full Council to advertise the
public notice to accept sealed bids for the purchase and removal of seven wood frame/metal
buildings/structures from the McLaughlin sawmill property. Public Works Administrator
Johnson stated the structures are not needed for city use and need to be removed to improve
property for future uses. Bidders may bid for individual structures or all seven.
Rate Study Proposal – Committee recommended approval to Full Council to accept staff
recommendation of the Utility Rate Study Proposal from HDR Engineering and direct staff to
enter into contract negotiations for the study. Water/Wastewater Utilities Superintendent Glenn
stated 13 requests for proposals were sent out with two received. Plans are to begin negotiations
April 9th and contract will be brought back to council for approval along with estimated cost at
the beginning of May.
Jackson Blvd – Committee recommended approval to Full Council for the revised concept plans
and proposed amendment by AE2S Proposal for Engineering Services for 2018 Jackson Blvd
Street and Utility Improvements at a cost of $390,150 for an overall design total (all work to date
and Hungry Hollow Mitigation included) of $718,163. City Engineer Mathis stated the concept
will be presented on Monday.
Bid Award – Committee recommended approval to Full Council to award tentative apparent low
bid to GTI for total bid amount of $904,594.95 for 2018 Green Acres Tank Waterline
Distribution Project. Eight bids were opened Monday. Project design was approved in 2016 by
City Council and construction is scheduled for 2018. Engineers estimate was $1,434,359.
Bid Award – Committee recommended approval to Full Council to award lowest responsible
bid to Heymeyer Enterprises, Inc. for the Sandstone Park Recreation Path Extension Project at a
total bid of $63,880.75. Six bids were opened on Monday. City Engineer Mathis stated a grant
was awarded in 2017 for $80,000. The project design was performed by city staff and
construction is scheduled for 2018. Engineers estimate was $80,437.25.
Parks and Recreation
RTP Agreement – Committee recommended approval to Full Council, Consent Agenda to
accept and authorize signature of the Recreational Trails Program (RTP) agreement between the
State of South Dakota and the City of Spearfish. Parks and Recreation Director Mader stated
this agreement is for the Sandstone pathway project, a 1,025' long, 8' wide concrete pathway
connecting two neighborhoods and park.
Special Events – Committee recommended approval to Full Council, Consent Agenda to
approve the following Special Event Permits:
• Youth Outdoor Adventure Course – Spearfish Rec & Aquatic Center & Alex
Hancock – April 14, 2018 - Noon to 3pm – Spearfish Campground & Snapper’s
Club
• Run for Their Lives – LeAnn Vette – May 13, 2018 - 10:00am to Noon - St. Joseph’s
Catholic Church down Canyon Street to Winterville and back.
• Spearfish Earth Day Festival –Applicant BHSU - April 21, 2018 11am to 4pm –
Center Shelter and Bandshell
Library
Appointment – Committee recommended approval to Full Council, Consent Agenda to
authorize Mayor Boke to appoint Chris Davis to Library Board of Trustees to complete J.
Larson’s term from April 3, 2018 ending December 2019.
There being no further discussion before the committee, the meeting was adjourned at 4:31PM.
