CITY OF SPEARFISH PUBLIC WORKS COMMITTEE MINUTES May 1, 2018 The Public Works Committee met at 4:15 PM in the Council Chambers of the Municipal Services Centre on Tuesday May 1, 2018 with the following members present: Hodgs and Clark. Schmit was absent. Also present were: City Administrator Harmon, Finance Officer Dutton, City Planner Watson, City Attorney Davis, Public Works Administrator Johnson, Finance Admin Assistant Weber, Streets Superintendent Riopel, Human Resources Director Friedel, Flood Plain Administrator Vig, Parks and Recreation Director Mader and Assistant City Planner Mayo. FYI - A reception for Doug Schmit will take place on Monday May 7th at 4:30 PM. Oath of office for George Martin will be during Council meeting on May 7th. Human Resources Step Increase – Committee recommended approval to Full Council, Consent Agenda to move Steve Silvernagel to a grade 9, step 2, $14.13 per hour, effective 5/6/2018. Step increase due to successful completion of 6-month in training period. Seasonal Hires – Committee recommended approval to Full Council, Consent Agenda to hire the following seasonal employees effective 5/8/2018. There may be additional names for Monday’s City Council Meeting. Recreation Center: Shelby Konstant Lifeguard $10.25 Jewel West WSI $10.25 Braeden Ferguson Lifeguard $9.50 Parks/Public Works: Cayce Clark Campground Grounds Keeper $11.00 Karlee Gusso Campground Manager $13.75 Public Works CRS Recertification – Committee recommended approval to Full Council for Community Rating System (CRS) Recertification and to authorize Mayor Boke to sign. Flood Plain Administrator Vig stated our program audit is scheduled for May 22nd. Parks and Recreation Lookout Mountain Grazing – Committee recommended approval to Full Council for the following items pertaining to the Lookout Mountain Grazing Lease: 1) Accept Public Comment and close Public Hearing for Resolution 2018-07, A Resolution of Intent to Lease Municipal Property. 2) Approve and authorize the mayor to sign "Pasture Lease Agreement" with Rett & Abbra Scoggin for grazing on Lookout Mountain. Permits – Committee recommended approval to Full Council, Consent Agenda to approve the following Special Event Permits: • Community Fresh Produce, Open Market – Hills Horizon’s Spearfish Farmers Market – Brady Park Saturdays from 6/2/2018through 10/27/2018 - 9:00am – Noon • Bike to School Train – Spearfish Rec Center & Bike Spearfish – May 4, 11 & 18 before and after school. Multiple locations throughout town as pick up and drop off spots. There being no further discussion before the committee, the meeting was adjourned at 4:20 PM.
