City of Spearfish Public Works Committee Minutes February 25, 2020 The Public Works Committee met at 4:15 p.m. in the Council Chambers of City Hall on Tuesday, February 25, 2020 with the following members present: Clark, Herrmann and Hodgs. Absent: none. Also present were: City Administrator Harmon, City Planner Watson, Park and Recreation Director Ehnes, City Attorney McDonald, City Finance Officer DeNeui, Public Works Director Lee, Public Safety Director Rotert, Wastewater Treatment Facility Superintendent Evridge, Recreation Facility Superintendent Rauterkus, and Human Resource Director Mathis. FYI – Annual department reports will be presented on March 2, 2020 for the departments of Public Works, Library, Parks and Recreation, and Engineering. Remaining departments of City Administration, Public Safety, Finance, Planning & Zoning, and Human Resources will present on March 16, 2020. Human Resources Wage Changes – Committee recommended to full council to authorize the following wage changes due to successful completion of training periods: 1) Kaija Swisher, executive assistant, grade 16, step 2, $20.88 per hour, effective 3/8/2020 2) Patrick Butler, facility maintenance technician, grade 10, step 2, $15.53 per hour, effective 3/22/2020 3) Samuel Tollison, facility maintenance technician, grade 10, step 2, $15.53 per hour, effective 3/22/2020 4) Brady Hanson, water/wastewater utility operator I, grade 12, step 12, $20.89 per hour, effective 3/22/2020 5) Drew Couch, recreation assistant, grade 7, step 2, $13.39 per hour, effective 3/22/2020 Promotion – Committee recommended to full council to promote Amy Sundberg to library aide (part time/partial benefit eligible), grade 7, step 3, $13.66 per hour, effective 5/17/2020. Hire – Committee recommended to full council to hire Matthew Parker as a seasonal parks, rec, and forestry tech, at $12.00 per hour, effective 4/20/2020. Parks and Recreation Climbing Wall – Parks and Recreation Director Ehnes provided four options to the committee: option 1 – purchase the wall and install in as a climbing wall in the Spearfish Recreation and Aquatics Center (SRAC), option 2 – purchase the wall and use the parts to configure a bouldering wall to be installed in the SRAC, option 3 – purchase material from different vendors to construct a bouldering wall in the SRAC at estimated cost of $90,000-$100,000, or option 4 – no purchase. Parks, Recreation and Forestry Advisory Board recommended option 2 as it provided an option for climbing but doesn’t require the moving of a fire suppression line or safety ropes. Ehnes noted additional fall protection matting will be necessary with options 1, 2, and 3 per the City’s insurance carrier and the purchase would be an unbudgeted second penny sales tax fund purchase. Committee recommended to full council the purchase of a rock climbing wall from HMO, cost not to exceed $75,000 to include all necessary construction needed to install as a bouldering wall in the SRAC (option 2). Position – Committee recommended to full council to convert two summer seasonal maintenance positions to one regular part-time maintenance position and authorize to begin recruitment. Public Works Meters – Committee recommended to full council to approve the annual water meter proposal from Core & Main and authorize staff purchases up to the budgeted amount ($160,000). Public Comment – Public comment section was opened at 4:29 p.m. and closed with no comments received. There being no further discussion before the committee, the meeting was adjourned at 4:30 p.m.
