LANDMARKS BOARD AGENDA FOR REGULAR MEETING MARCH 21, 2016 LANDMARKS BOARD: Steve Martin, Chairperson Christine Berry, Vice Chair Gene Wood, Secretary Tom Kuypers Michelle Beucke Denise Mitchell Angela Schulte Cheryl Primm Tom Besselman, Council Liaison Mesdames and Gentlemen: On Monday, March 21, 2016, at 6:00 p.m., the City of St. Charles Landmarks Board will hold its regular monthly meeting in the Council Chambers on the fourth floor of City Hall, 200 North Second Street, St. Charles, Missouri. The agenda for this meeting is as follows: Attention Applicants: It is necessary that you or a knowledgeable representative of your interests be present at the meeting to answer any questions the Board may have concerning your application. Failure to provide answers to the Board’s questions may result in your application being tabled or denied. 1. Call to order and call the roll. 2. Consent Agenda (A) Case No. C/A 2016-10(EC). 714 Washington Street. Gerry Beckmann, Custom Design Fence & Deck The applicant is requesting approval to replace the wood privacy fence along the west half of the property with a 6-foot tall white vinyl semi-privacy fence with lattice along the top. [Extended Historic Preservation District, Ward 1] (B) Case No. C/A 2016-11(EC). 1824 North Third Street. Gary & Mary Tusler. The applicants are requesting approval to replace the existing damaged fence panels with matching 6-foot tall, wood stockade fence panels. [Extended Historic Preservation District, Ward 1] (C) Case No. C/A 2016-12(EC). 520 First Capitol Drive. Mark Gustin. The applicant is requesting approval to replace the siding and gutters on the enclosed porch on the second floor of the rear ell. The applicant is requesting approval to replace a 72-foot long section of fencing along the west side of the property. The applicants are requesting approval to replace a 6-foot tall wooden fence with a matching fence. [Extended Historic Preservation District, Ward 2] (H) Case No. C/A 2016-17(EC). 800 North Fifth Street. Brad and Jessica Ermeling. The applicants are requesting approval to install a 4-foot tall wood picket fence. [Frenchtown Preservation District, Ward 1] (I) Case No. C/A 2016-18(EC). 802 Monroe Street. Wayne Alexander. The applicant is requesting approval to replace the artificial fiberglass slate shingles on the house and two outbuildings with asphalt shingles. The applicant is requesting approval to install wall signs at the front and rear entrances and to replace the awnings on the front and south elevations but remove those on the rear elevation. The applicant is requesting approval to install a hanging sign for her business, Helen Nichole Designs. [South Main Preservation District, Ward 2] (B) Permit No. 16-1042. 140 North Main Street. Genevieve Kaufmann. The applicant is requesting approval to install a hanging sign for La Tia & Pancho’s Cantina & Grill from underneath the balcony. [Historic Downtown District, Ward 1] (C) Permit No. 16-1148. 724 South Main Street. Kristi Card. The applicant is requesting approval to install a hanging sign for her business, the Mad Hatter Antiques & More. [South Main Preservation District, Ward 2] March 21, 2016, Landmarks Board Agenda 3 5. Structure Review Section 400.1180 Purpose The purpose of this subchapter is to protect, enhance, and perpetrate buildings, structures, districts, and sites of historical, cultural, architectural, engineering or geographic significance. Further, protection of cultural assets from demolition by neglect is an objective of this subchapter. Please note: Obtaining a Certificate of Appropriateness from the Landmarks Board does not authorize the applicant to build a structure. Building permits are required prior to construction. (A) Case No. 2016-16(EC). 1409 North Second Street. Jack Miller. The applicant is requesting approval to replace the stairway and balustrade on the front gallery. [Frenchtown Preservation District, Ward 1] (B) Case No. 2016-19(EC). 571 First Capitol Drive. Roger L. Bibb. The applicant is requesting approval to remove the front gallery, replace the second floor door with a window, and move the sign closer to the front wall of the building. Adjournment The next regular meeting of the Landmarks Board is scheduled for Monday, April 18, 2016 The submittal deadline for the April 18th meeting is March 21st, 2016 (April 4th, 2016, for signs) The City of St. Charles offers all interested citizens the opportunity to attend public meetings and comment on public matters.
